Responsibilities

As a Government Affairs Specialist, you will:
  • Provide assistance to the Director, Government Affairs in the areas of (1) congressional, legislative affairs, and relations; (2) public information; and (3) administrative matters.
  • Be responsible for unusual emergent tasks which may arise and require immediate attention, such as coordinating resolution of high profile legislative, executive branch, or programmatic issues with Director, Deputy Director, congressional members, and senior staff.
  • Provide advice in administering the Directorate's Congressional Relations Program and related external liaison programs within the agency.
  • Assist in coordinating the work of senior managers to identify, document, and resolve issues related to the Naval Nuclear Propulsion Program (NNPP), which warrant congressional or cabinet level attention.
  • Assist in developing briefings for use by the Director to educate and inform Cabinet level officials, and Members of Congress on the Directorate's operations, including budgets, procurement plans, research and development efforts, legislative efforts, war-fighting capabilities, and future developments.
  • Work with senior management in identifying program issues, implications of strategic policy implementation or changes, and impacts of congressional and other external actions or program goals and financial positions.
  • Maintain liaison and represent Director with four major congressional committees, analyze pending or proposed legislation, Executive Orders, and agency regulations to determine interest or application to the Program.
  • Act for the Director, Government Affairs in his/her absence.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 level or equivalent in the Federal service. Specialized experience for this position is defined as:
  • Knowledge and experience with Federal legislative processes and congressional requirements to include: experience identifying, documenting, and resolving issues which could warrant congressional or cabinet-level attention, maintaining liaison and representing the organization with congressional committees and with appropriate agency and industry legislative affairs offices; analyzing pending, proposed or recently enacted legislation, Exec Orders, and agency regulations to determine interest or application to the organization's mission and then recommending and coordinating actions as necessary to support the organization's mission and then recommending and coordinating actions as necessary to support the organization's interest; and assisting senior management with briefings and in contacts with Members of Congress and senior staff.
