Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will facilitate, coordinate, and execute the maintenance and integration of the various joint exercise control tools, and to integrate service and agency federations, thereby creating the Joint Training Synthetic Environment (JTSE).

Responsibilities

As a PROGRAM AND CAPABILITY MANAGER at the GS-0301-13 some of your typical work assignments may include:
  • Coordinates/leads the development and deployment of the synthetic environment federates associated with Live Virtual and Constructive capabilities used across the Joint Training Synthetic Environment (JTSE), and integrated into the larger DoD training enterprise.
  • Serves as Joint Live Virtual Constructive (JL VC) Project Manager and functional lead for a team involved in the programming, mitigation solution analysis, requirements refining, research, design, development, evaluation, strategic planning, architecting, technology roadmap development, software development, integration, testing, and transitioning of complex systems, capabilities and technologies, and associated testing, validation and verification of the existing and emerging data-centric JTSE to support Joint Training and Force Development.
  • Oversees, creates, and maintains an operationally representative Joint Training federation of models, simulations, and tools.
  • Responsible for the development and oversight of Models & Simulation software solutions, implementation of conceptual, logical and physics-based data and execution models, integration of multiple internal and external Models & Simulation applications, and configuration management and governance of enterprise level Models & Simulation applications and toolkits.
  • Serves as a technical lead over contracted software engineers and scientists, and coordinates with (in determining possible technical approaches in meeting current and future Operational JTSE requirements) the Combatant Commands (CCMDs), services, agencies, coalition partners, industry, and academia


Travel Required

Occasional travel - you may be expected to travel for this position on military or commercial aircraft (15% - 25%). Offsite visits are required to monitor project status and lead studies..

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS -12 grade level in the Federal service:
  • Applies research, design, and development of Live, Virtual and Constructive training simulations for military operations and computer supported training exercises to facilitate the integration of the various joint exercise control tools in support of Joint Training and Force Development.
  • Applies principles of modeling and simulation enterprises, initiatives, programs and missions across the Combatant Commands (CCMDs), required to accomplish complex actions and duties that effect Modeling and Simulation programs and activities.
  • Applies models and simulators solutions, Verification and Validation, exercise/event planning and execution to provide guidance and direction to interdisciplinary teams to perform the development and integration of models and simulators solutions in scenario based military programs.
  • Applies sources of data, data exchange protocols, Command and Control/ Command, Control, Communications, Computers and Intelligence (C2/C4I) protocols/message formats, schemas and runtime formats. Including force structure, system characteristics, and exercise data and paradigms used to inform the development of the Master Scenario Event List (MSEL) to provide technical input, advice, guidance, and final technical reviews on new models and simulators training capabilities in development and in operation.

You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
