Responsibilities

As an EEO Specialist at USPTO you will be responsible for:
  • Assisting with conducting employment discrimination counseling in response to informal complaints of employment discrimination raised by employees or applicants for employment who allege discrimination and/or reprisal for engaging in a protected EEO activity in accordance with EEO rules, procedures and law.
  • Entering and updating complaint information into a web-based complaint tracking system.
  • Assisting in conducting alternative dispute resolution sessions at the informal stage of the Equal Employment Opportunity (EEO) complaint process.
  • Assisting with conducting processing reasonable accommodation requests in accordance with Agency rules and procedures and governing law. For cases of moderate complexity, reviews submitted documentation, with assistance, conducts legal analysis to determine whether accommodation(s) should be granted, briefs management regarding the request, and with assistance, drafts assistance memoranda or recommended decisions in response to the request.
  • Conducting studies of a wide variety of equal employment opportunity programs and/or addresses complex multi-functional issues.
  • Executing affirmative employment initiatives that may involve drafting reports that include the results of analyses of demographic data and the identification of barriers to employment by select categories of employees and prospective applicants.
  • Advising managers/supervisors on statuses of program reviews and recommends plans of action to achieve program objectives. Reviews statistics on recruitment, disciplinary actions, removals, terminations, etc., of individual offices/activities; identifies trends and potential problems; determines cause and effect relationships; and recommends actions to eliminate negative effects on EEO/diversity and inclusion plans.
  • Working with the Agency's Office of Human Resources and other internal and external organizations to promote affirmative employment objectives through periodic briefings/presentations, as well as recruiting, retention, and career advancement activities.

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Clerical and Administrative Support Positions can be found here . You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience : is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-07.

Specialized experience for this position includes:
  • Experience conducting intake of information for equal employment opportunity (EEO) counseling and processing complaint;
  • Experience applying EEO principles, laws, regulations and policies in processing request for reasonable accommodations;
  • Experience executing affirmative employment initiatives such as drafting reports, analyzing demographic data and briefing managers;

-OR-
  • A master's degree or equivalent or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-09 grade level.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
