The position is located in the Office of the Chief Financial Officer (RCFO), Office of Funds Administration, Federal Railroad Administration (FRA). The Staff is responsible for the budgetary execution processes for FRA in accordance with policy established by the FRA Office of Budget, the Office of the Secretary (OST), and Office of Management and Budget (OMB).

The Lead Financial Management Specialist:
  • Serves as Senior Fund Administrator, acting on behalf of the Director of Funds Administration as needed, and serves as a Team Lead on projects and other initiatives as assigned.
  • Expertly and independently leads all aspects of the execution, tracking, monitoring, and reporting activities of assigned programs and/or accounts, including: leading Office of Funds Administration staff serving as the financial liaisons with the programs, assisting in the development and execution of annual financial plan(s), and tracking and monitoring of operating expenses.
  • Will be responsible for maintaining up-to-date knowledge of the status of funds for all programs/accounts, developing and adhering to appropriate financial internal controls, maintaining situational awareness of financial problems that could impact the programs and/or agency, and collaborating with the Offices of Budget, Finance, and Chief Counsel on variety of budgetary and financial activities, data calls, and special projects.
  • Provides targeted analyses and recommendations to the Director to support mission accomplishment, and provides assistance and training to new and developmental-level staff.

The ideal candidate would possess strong analytical skills to review financial information and reports to ensure proper funds control, identify trends and make suggestions to their supervisor for improving budgetary execution practices and oversight. Would also serve as a team leader for the fund administrators and represent the Office Director and/or the CFO in senior level meetings.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience with the budget execution process including formalized accounting systems and other systems for the projection, tracking, and analysis of funds available for use by executives and staff.
  • Experience in applying/interpreting Financial management laws, including but not limited to grants, administrative rules, policies and regulations, Treasury regulations, Government Accountability Office (GAO) requirements, Office of Management and Budget (OMB) Circulars, and other Federal fiscal laws.
  • Experience in managing or leading a staff of professionals responsible for proper administration of a variety of government funds, setting fiscal policy and coordinating with program offices to insure proper budget execution.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Skill in analyzing and interpreting policy decisions to develop guidelines for the budget formulation and execution processes relating to assigned programs/accounts.
  • Knowledge of analytical techniques, both qualitative and quantitative, to develop financial plans, forecasts, and justifications and identify and analyze relationships between budget estimates and program requirements and to assess and improve program effectiveness.
  • Mastery of the principles of Federal appropriation law, The Chief Financial Officers' Act of 1990, OMB Circular A-123 (internal controls), OMB A-133 (Single Audit Act of 1984) and the Federal Financial Management Improvement Act of 1996, the Travel and Transportation Reform Act of 1998, and the Government Chard Card Abuse Prevention Act of 2012 and expert skill in the application of this knowledge.
