The Senior Advisor, Strategic Communications will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Strategic Engagement Advisor to USAID's COVID-19 Task Force.

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the Agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.

The Senior Advisor, Strategic Communications will support USAID's COVID-19 Task Force. The position will be housed in the Task Force Readiness Unit (TFRU) within USAID's Bureau for Management (M Bureau). The TFRU is the new entity in M Bureau that is responsible for coordinating the establishment of Task Forces within USAID. The TFRU manages as applicable, logistics, staffing, and communications when the administrator activates a Task Force, works with applicable Bureaus and Independent Offices (B/IOs) to activate/deactivate a Task Force, and works with the Executive Director of the Task Force and other members to formulate its objectives and processes within the Agency and within the interagency as applicable.

  • Provide support to the Pillar Lead of Pillar II, Coordination and Communications of USAID's COVID-19 Task Force, reporting to and taking day-to-day technical direction from the Pillar II Lead.
  • Develop and execute crisis, short and medium term strategies for TF engagement with U.S. and relevant foreign media in coordination with COVID Comms team in LPA and comms advisors in other relevant USAID Bureaus.
  • Leverage whole-of-agency comms expertise in support of TF's work.
  • Develop and coordinate execution of social media strategy for USAID's COVID activities, including managing creation of informative and creative content.
  • Develop media engagement and content development calendar for TF, considering the current and anticipated activities of USAID in COVID response, including overseeing planning for key milestones and announcements.
  • Guide development of drafts key messages, talking points for USAID officials, and op/ed pieces.
  • Coordinate with relevant USAID missions on COVID Comms and represents USAID COVID TF in relevant interagency communications discussions.
  • Other duties as assigned

  • Bachelor's degree in communications, international relations, or a related field and 15+ years of specialized experience
  • Background check required

Knowledge, Skills and Abilities
  • Ability to obtain a secret clearance (the candidate will be able to start working with a USAID facilities access and background check).
  • This position requires a mastery of communication principles, methods, practices, and techniques, analytical methods, and interpersonal relationship practices to develop policies, present and/or explain significant issues to generally responsive groups or individuals interested in the agency's programs.
  • Ability to communicate with all levels across the Agency to inform customers and coworkers of issues for resolution.
  • Expert writing skills to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information, and guidance to functional personnel in a thorough and professional manner.
  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
  • Ability to use standard computer applications, like the Microsoft Office Suite and Google apps.
  • Ability to work effectively both individually and as a member of a team.
  • Ability to handle multiple tasks simultaneously and work within tight deadlines.
  • Ability to plan, organize, and use time effectively.
  • Strong written and oral communication skills.
