Summary

The Strategic Engagement Advisor will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Strategic Engagement Advisor to USAID's COVID-19 Task Force.

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the Agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.

The Strategic Engagement Advisor will support USAID's COVID-19 Task Force. The position will be housed in the Task Force Readiness Unit (TFRU) within USAID's Bureau for Management (M Bureau). The TFRU is the new entity in M Bureau that is responsible for coordinating the establishment of Task Forces within USAID. The TFRU manages as applicable, logistics, staffing, and communications when the administrator activates a Task Force, works with applicable Bureaus and Independent Offices (B/IOs) to activate/deactivate a Task Force, and works with the Executive Director of the Task Force and other members to formulate its objectives and processes within the Agency and within the interagency as applicable.

Responsibilities
  • The Strategic Engagement Advisor will provide support to the Pillar Lead of Pillar II, Coordination and Communications, of USAID's COVID-19 Task Force, reporting to and taking day-to-day technical direction from the Pillar II Lead.
  • Develop and execute strategies for engaging NGO community, including US-based implementing partners and advocates and select global partners on issues relevant to the USAID COVID response, including immediate and medium-to-long term response. Special emphasis on, but not limited to global health stakeholders.
  • Track COVID response activities of key non-governmental (NGO and advocacy) partners, with an eye toward understanding how USAID can better leverage the efforts of these stakeholders to amplify the impact of our own work in the immediate and medium term.
  • Participate in strategic outreach to multilateral organizations, like the Global Fund, international financial institutions, like World Bank and global coalitions, like facets of the ACT Accelerator, to track and analyze their approaches.
  • Participate in developing strategies to better leverage these efforts for COVID response.
  • Develop and deliver analysis of stakeholder contributions to help shape efforts of USAID TF.
  • Other duties as assigned

Qualifications
  • Bachelor's degree in communications, international relations, or a related field and 5+ years of specialized experience
  • Background check required

Knowledge, Skills and Abilities
  • Ability to obtain a secret clearance (the candidate will be able to start working with a USAID facilities access and background check).
  • This position requires a mastery of communication principles, methods, practices, and techniques, analytical methods, and interpersonal relationship practices to develop policies, present, and/or explain significant issues to generally responsive groups or individuals interested in the agency's programs.
  • Ability to communicate with all levels across the Agency to inform customers and coworkers of issues for resolution.
  • Expert writing skills to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information, and guidance to functional personnel in a thorough and professional manner.
  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
  • Ability to use standard computer applications, like the Microsoft Office Suite and Google apps.
  • Ability to work effectively both individually and as a member of a team.
  • Ability to handle multiple tasks simultaneously and work within tight deadlines.
  • Ability to plan, organize, and use time effectively.
  • Strong written and oral communication skills.
