Subcontracts Administrator Lead
Job SummaryAmentum is seeking a Subcontracts Administrator Lead in either Norfolk, VA or Chantilly, VA. This employee will be responsible for all phases of the subcontract process, including subcontract administration, evaluation of cost proposals, and procurement activities. Lead subcontract personnel, including planning work and establishing work schedules, and reviewing and evaluating personnel performance. Represent the company in external meetings with customers. Ensure compliance with Government policies and procedures.Essential Responsibilities:+ Coordinate, develop, and produce complex subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence.+ Coordinate, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.+ Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations, cost/price analyses, Cost Accounting Standards (CAS), Labor Law, Equal Employment Opportunity (EEO), audit, environmental reports, and technical compliance.+ Supervise the staff, ensure staff is adequately trained; coordinate workload priorities and schedules to ensure timely and effective completion of work; and monitor and evaluate staff performance.+ Provide interpretation of subcontracts, organize or process correspondence with contracting parties, and monitor fulfillment of contractual obligations.+ Provide suggestions to others as a subject matter expert.+ Participate in the development of Federal Services-wide policies and practices; ensure subcontract practices, transactions, and documentation comply with policies and procedures, contract requirements, and Government regulations.+ Conduct subcontract file reviews in support of Government audits.+ Coordinate with accounting and finance department in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process.+ Draft/review/negotiate teaming and non-disclosure agreements.+ Negotiate terms and conditions with Government/commercial customers and subcontractors.+ Ensure compliance with governmental law and divisional policies on contracts and procurement.+ Ensure subcontract requirements are met, including monitoring cost status, assisting in cost management, and coordinating issue resolution with customers.+ Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel.+ Manage/coordinate subcontract activities to include subcontractor_s performance and award fee determinations.+ Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business activities/fairs.+ Monitor subcontract closeout.+ Review subcontracts entered into the Costpoint accounting system+ Perform all other position related duties as assigned or requested.Minimum Requirements+ Bachelor's degree in Business Administration and 8 years of job-related experience, or equivalent. + US citizenship Preferred Qualifications Perform all other position related duties as assigned or requested.EOE including Disability/Protected Veterans.If you are an applicant with a disability that requires a reasonable accommodation to complete any part of the application process, or are limited in the ability-or unable to use-the online application system and need an alternative method for applying, you may contact our Reasonable Accommodation Helpline at 1-888-877-3181 or 301-944-3299 or email firstname.lastname@example.org for assistance.
