At EMCOR Government Services, we are known for our experience - chosen for our relationship and trust.Job Title: Program ManagerJob Summary: EMCOR Government Services is seeking a Program Manager in Washington, DC.Essential Duties and Responsibilities:* Fully responsible for the successful completion of all aspects of the assigned contract between EGS and the DOE in two locations.* Prepares quarterly financial forecasts and monthly updates. Ensures that the contract is managed in a manner that meets all contractual requirements and EFS financial goals.* Leads a team of over 60 employees. Responsible for maintaining a strong, trained and disciplined workforce.* Manages the overall operations of the contract, including: the performance of daily operations, scheduled maintenance; IDIQ construction and renovations; administration of subcontracts for facilities work.* Evaluate and insure the efficient operation of the project, controlling operational expenses at a minimum level which is consistent with sound maintenance practices and contractual requirements.* Provide administrative and technical direction and supervision to staff in completing work assignments.* Supervise the negotiation and bids for IDIQ construction and renovation contracts; and administer such contracts through two subordinate Project Managers.* Discuss, plan and delegate major project assignments to supervisory staff; determine building and maintenance priorities that are of significant scope.* In consultation with the Executive Director of Operations make recommendations concerning the hiring, promotion and termination of plant staff.* Advise, discuss and inform Department of Energy Facilities Staff members on physical plant matters and problem areas.* Ensures proper upkeep of facilities to include heating, ventilation, sanitation, general appearance of buildings and grounds and emergency situations affecting the facilities.* Coordinates purchase of necessary supplies, equipment and services from appropriate sources and maintains proper inventory control, maintenance and consumable supplies.* Maintains liaison with architects, engineers and contractors/ subcontractors engaged in plant expansion, renovation, or other major projects.* Maintains sufficient records, files, controls, procedures to insure management and work production.* Develop training sessions for employees who require them.* Maintains a strong safety program* Ensures that all administrative employees follow the EGS Business System.Qualifications:Minimum of Seven (7) years of demonstrated senior level experience in facilities operations and maintenance of buildings greater than 1 million square feet.Minimum of 7 years of supervisor experienceMust have experience working on Federal Government Contracts and familiarity withGovernment contracting proceduresBasic knowledge of office administration, plant management, reporting, budgeting and control, and business operations, blue prints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, BOCA & OSHA codes.Must have knowledge of submitting written proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel to include a thorough understanding of preventive maintenance schedules and operations and the ability to meet demanding customer requirements.Must have the ability to work with the customer to find amiable solutions to difficult issues.Willingness to be accessible and available at the Department of Energy to ensure proper management and operation of plant activities.Ability to work with Management Systems and variety of skilled/unskilled, professional, administrative, and industry personnel.Ability to plan, organize, coordinate, direct, and control all aspects of physical plant activities.Willingness to seek training.Strong experience with Windows and MS Office Experience with MAXIMO software a plusGeneral knowledge of major facilities systemsDemonstrated skill at developing and nurturing client relationshipsExcellent communication skills - verbal and writtenAbility to organize and lead a group of people Ability to work independently or as member of a teamAbility to adapt to ever changing prioritiesMust be able to obtain a Government Security clearance.Current Top Secret Clearance preferredMust be willing and able to travel between two facilities - one in Germantown, MD and one in Washington, DC.Physical Requirements:* Walk throughout a large facility to include climbing stairs and walking on catwalks.We offer our employees a competitive salary and comprehensive benefits package and are always looking for individuals with the talent and skills required to contribute to our continued growth and success.
