MITRE's Center for Government Effectiveness and Modernization P850 Veterans Affairs Health Innovation and Central Office Division partners with the Department of Veterans Affairs to develop solutions for their most critical challenges. The Lead Change Management Analyst willconduct research, develop technical expertise, and apply science-based innovative solutions for aligning people, processes, and technology-related changes to achieve strategic outcomes. HICO engagements include short-term, targeted organizational change projects and large-scale, complex enterprise transformation programs. HICO employees are expected to work on multiple projects, cross-pollinate good ideas across the government, and continuously learn. Job Responsibilities:+ Develop Organizational Change Management (OCM), stakeholder engagement, and communications strategies that provide people-centric approaches for transitioning from the current operating environment to the desired future state in a variety of contexts (eg, org restructuring, business model innovation, IT modernization, etc.).+ Advise VA and VHA and project teams about organizational and workforce risks and implementing mitigations that minimize operational disruptions and support change adoption.+ Conduct stakeholder analyses, organizational assessments, development, and design supporting health related organizations.+ Contribute to the development of HICO knowledge and skills (ie, frameworks, methods, tools) via direct project work and/or MITRE's independent research program.+ Design and facilitate meetings, workshops, and other in person/virtual convenings to align and mobilize stakeholders towards a shared goal.+ Address social and organizational influences and structure within the healthcare delivery context.+ Develop OCM transition strategies, partnering with our VHA partners to develop comprehensive people-centric plans customized to the initiative, impacted stakeholders, and desired outcomes.+ Work collaboratively with subject matter experts, cross-disciplinary project management teams, functional partners and stakeholders within and across healthcare organizations+ Create transition plans customized to the environment, with the understanding of the stakeholder view, and inclusive of objective/subjective metrics that indicate agreement/readiness.+ Develop communications, plans, and collateral for how project specifics will be relayed to a necessary audience.Minimum Qualifications:+ Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.+ Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.Required Qualifications:+ Must be a US citizen and capable of obtaining and maintaining VA Suitability.+ Bachelor's degree and minimum of 5 years' professional experience in Organizational Change Management, Change Management, Organizational Development, Project Management or Operations Management+ Tailoring/adapting and applying OCM models, frameworks, and methodologies.+ Meeting design and facilitation and developing and delivering effective presentations.+ Working with teams and building effective working relationships across diverse groups of stakeholders+ Being adaptable and working in ambiguous situations+ Demonstrated ability to apply data visualization techniquesPreferred Qualifications:+ At least 7 years working in health organizational effectiveness, healthcare environment, or healthcare related education.+ Minimum of 5 years' experience developing concepts, processes, and systems that support organizational change.+ Demonstrated experience with two or more of the following:+ Applied/practice-oriented research, especially person-centered participatory research.+ Customer experience (CX) strategy+ Transformation programs+ IT modernization, digital transformation, and/or technology-enabled business transformation programs+ Building and facilitating public-private partnerships+ Qualitative and quantitative (including mixed methods) data collection, preparation, analysis, synthesis, and translation for a variety of target audiences and contexts.
