Credence Management Solutions, LLC (Credence) is seeking a Finance Director for a contract contingent position to support GHTASC Program.The purpose of the Global Health Training, Advisory, and Support Contract (GHTASC) is to advance the Bureau for Global Health's mission by providing junior, mid-level, senior, and expert advisory and technical, administrative and operational, and training, professional development and organizational development institutional support contract services and resources. GHTASC will provide the professional services needed to support USAID's strategic programs and collaborate with USAID offices to promote efficient and effective global health programming and operations.The Finance Director will be responsible for the management of overall financial aspects of the program, establishing and maintaining sound budget management practices to ensure the project's compliance with USAID procedures, policies and regulations. The Finance Director will develop tracking systems and budget reports to provide detailed information for on-demand cost allocation, pipeline analysis, and forecasting for multiple funding sources.Please note: This position is contingent upon award.Job Requirements: + Experience with pricing proposals from Federal Government Agencies, primarily with USAID.+ Demonstrate hands-on work experience and knowledge of pricing, including reading and reviewing RFPs, cost model development, and cost proposal development.+ Understanding of cost structure for all major contract types (CPFF/CPAF, FFP, T, IDIQ, etc.).+ Knowledge of FAR, CAS, allowable/un-allowable costs, and indirect rates.+ Perform cost and price analysis and develop pricing templates and models to evaluate different strategies and "what-if" scenarios.+ Assist with the development of smart and efficient pricing standards, strategies, and best practices where applicable and integrate the same throughout the organization.+ Demonstrate ability to effectively interact with and present to clients and executive management.+ Ability to work independently, successfully execute multiple tasks simultaneously, and lead all aspects of financial management of the program.+ Ability to work in a fast-paced, deadline driven environment delivering results and quality services.+ Review cost and pricing data for accuracy, completeness, consistency, and reasonableness.+ Review invoices to ensure costs are being properly collected and reported.+ Review contract and subcontract documents for accuracy and validity.+ Analyze cost data and work with program management to review execution strategies.+ Support audits and participate in cost proposal clarifications or negotiations.+ Execute a process that accurately captures travel costs across many program employees.+ Financial oversight of the contract -serve as the senior financial director responsible for financial oversight of a large, cost plus fixed fee contract with personnel placed both domestically and internationally.+ Fiscal and administrative management of this contract regarding budgeting, financial reporting, analysis/forecasting for multiple individual funding sources and its various budget components, and pipeline tracking and reporting.+ Being responsible for special reporting requirements related to finance, program costs, and budgets.+ Overseeing the creation and tracking of individual employee budgets in conjunction with the other program senior management members.+ Establish and track program budgets; collect financial program data for reporting requirements and internal records; and identify areas for increased cost savings and efficiencies.+ Consult and collaborate with client or generate and provide financial data and reports on an as-needed basis.+ Participate in preparing employment agreements, negotiating terms and conditions, and preparing employment packages for global health professional as needed.+ Minimum of Master's degree, from an accredited college or university in Accounting, Business Administration, Finance, Economics or business-related field of study required.+ Minimum of five years of senior management experience of large, complex prime contract(s) (approximately $100M annually), and subcontract development and administration (USAID experience strongly preferred).+ Experience managing and thorough understanding of cost-plus prime contracts.+ Must have relevant educational credentials and/or work experience, including monitoring and tracking labor costs funded by multiple sources or on a job-costing basis.+ Must have experience with financial management of large-scale, US Government, and international focused contracts.+ Knowledge of Federal global health programming, US foreign assistance programming, and international development organizations.+ Thoroughly understand and have experience with DSSR.+ Strong organizational, verbal, written, analytical, problem solving, and communication skills.+ Experience with pricing proposals from Federal Government Agencies, experience pricing proposals with USAID preferred.+ CostPoint 7.1 & Cognos experience preferred.+ Expert proficiency with Microsoft Excel, PowerPoint, and Word.+ US Citizenship or Permanent Residency with the ability to obtain and maintain Facility Access required.Job ID: 2021-4747 External Company URL:
