Overview Engineer (Electrical) Senior for designing, developing, testing, maintaining, or supervising the manufacturing and installation of electrical equipment, components, or systems for commercial, industrial, military, or scientific use. The incumbent will design high voltage equipment such as wiring systems, lighting systems, and generators. In supporting Client construction and facility management project, the Engineer (Electrical) Senior will be responsible for surveying the sites and manage the design and construction of electrical systems so that they comply with the necessary codes. The Engineer (Electrical) Sr responsibilities include, but not limited to: Supervising and training project team members as necessary Directing and coordinating activities with the trade shops, including prioritization of work, review of ongoing projects, and inspection of installed equipment. Designing main power systems that feed commercial buildings and offices as well as the distribution circuits to each unit. The incumbent is responsible for ensuing all electrical devices, equipment, or circuits installed meets the National Electric Code. Conferring with engineers, customers, and others to discuss existing or potential engineering projects and products. Designing, implement, maintain, and improve electrical instruments, equipment, facilities, components, products, and systems for commercial, industrial, and domestic purposes. Operating computer-assisted engineering and design software and equipment to perform engineering tasks. Directing and coordinating manufacturing, construction, installation, maintenance, support, documentation, and testing activities to ensure compliance with specifications, codes, and customer requirements. Performing detailed calculations to compute and establish manufacturing, construction, and installation standards and specifications. Inspecting completed installations and observe operations, to ensure conformance to design and equipment specifications and compliance with operational and safety standards. Planning and implementing research methodology and procedures to apply principles of electrical theory to engineering projects. Managing, processing, and coordinating electrical and if necessary, mechanical work orders, service orders, and projects. Developing cost estimates, documents, and reports. Coordinating energy program and analyze utility costs. Reviewing electrical and mechanical engineering drawings for any changes to the governments facilities. Overseeing and coordinating electrical and mechanical engineering work orders, service orders, and projects. Conducting quality assurance reviews of on-site O contractor on behalf of the government. Inspecting equipment including facility mechanical and electrical systems. Serving as essential personnel in the event of an emergency. Working nights and weekends, as required, for operational necessities. Traveling domestically or overseas for the Government, as required. Responsibilities MAJOR JOB ACTIVITIES: 100%.+ Provide engineering review, coordination, and oversight of operations and maintenance, repair, and construction work+ Oversee and coordinate activities with the trade shops, including prioritization of work, review of ongoing projects, and inspection of installed equipment+ Oversee and coordinate work orders, service orders, and projects+ Develop cost estimates, documents, and reports+ Coordinate energy program and analyzing utility costs+ Provide after-hours engineering services in the event of an emergency+ Manage project design and/or construction efforts, to include schedule, funding, and day-to-day project oversight+ Manage and evaluate construction contractor performance+ Integrate and coordinate projects with field personnel+ Evaluate, validate, and manage project change requests+ Provide official weekly project status reports+ Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders+ Conduct field surveys and study maps, graphs, diagrams, and other data to identify and correct power system problems.+ Assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration+ Assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR+ Provide invoice supporting information to the COTR for payment+ Prepare and monitor project schedules and budgets; provide technical guidance and assistance on contracting and construction-related issues; direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on maintenance programs+ Optimize performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements+ Conduct design reviews with the customer+ Ensure timely input of all data, comments, and documentation into MAXIMO software project management tool. This requirement applies to all projects, work orders, and tasks across the project life-cycle.+ Ensure integration of all systems, including information technology, telephone, security, and electrical.+ Prepare Contractor Performance Report (CPR) upon contract closeout+ Direct and coordinate manufacturing, construction, installation, maintenance, support, documentation, and testing activities to ensure compliance with specifications, codes, and customer requirements.+ Perform detailed calculations to compute and establish manufacturing, construction, and installation standards and specifications.+ Inspect completed installations and observe operations, to ensure conformance to design and equipment specifications and compliance with operational and safety standards.+ Plan and implement research methodology and procedures to apply principles of electrical theory to engineering projects.+ Prepare specifications for purchase of materials and equipment.+ Investigate and test vendors' and competitors' products.+ Oversee project production efforts to assure projects are completed satisfactorily, on time and within budget.+ Prepare and study technical drawings, specifications of electrical systems, and topographical maps to ensure that installation and operations conform to standards and customer requirements.+ Investigate customer or public complaints, determine nature and extent of problem, and recommend remedial measures.+ Plan layout of electric power generating plants and distribution lines and stations.+ Assist in developing capital project programs for new equipment and major repairs.+ Develop budgets, estimating labor, material, and construction costs.+ Compile data and write reports regarding existing and potential engineering studies and projects.+ Collect data relating to commercial and residential development, population, and power system interconnection to determine operating efficiency of electrical systems. MATERIAL & EQUIPMENT DIRECTLY USED:+ Laptop and desk computer.+ Individual Protective Equipment (ie, Hardhat, Steel Toed Boots, Safety Glasses, Work Gloves, Hearing Protection, etc.+ Civilian or military equivalent Organizational Clothing and Individual Equipment+ Be licensed and able to drive a manual transmission non-tactical vehicle (pickup truck/9 passenger van).+ US Government leased, owned, and rented vehicles.+ Valid, current US Passport+ Valid, current US Drivers License WORKING ENVIRONMENT:+ US citizenship required+ May travel to and throughout various CONUS and OCONUS locations+ Work in an operationally-sensitive environment+ Perform tasks outside during any weather condition for lengthy periods of time.+ Operate standard office equipment, such as a computer, copy machine and printer.+ Function in an office environment in a stationary position approximately 50 percent of the time or more.+ Work well in team environments including demonstrate the ability to function independently with minimal supervision.+ Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments.+ May be required to successfully complete a thorough medical and psychological exam, a polygraph interview, and an extensive background investigation.+ May be required to undergo successful occupational testing to include an aptitude test, writing test, personality inventory, and interview. PHYSICAL ACTIVITIES: Able to lift twenty-five percent (25%) of his/her body weight over his/her head MINIMUM QUALIFICATIONS: Education: Bachelors degree in Electrical Engineering Qualifications Certifications:+ Must have Valid US Drivers and be able to obtain an International Drivers License+ Must have a valid US Passport+ Project Management Professional (PMP) Certification (DESIRED)+ AutoCAD certification (DESIRED)+ Professional Engineer (PE) Registration (DESIRED) Clearance: Must have a current, adjudicated, and active TS-SCI w/Poly Experience:+ Twelve (12) years of experience in electrical engineering+ Five (5) years of specialized experience in the assigned field (eg high voltage power, mechanical systems, fire protection, construction, etc.)+ Professional Engineer (PE) Registration (DESIRED)+ Using MS Project or other PM software such as MAXIMO+ Supporting, including managing commercial or government facilities-related construction projects+ Working in an operationally sensitive environment.+ Using AutoCAD, managing major building renovations and recap projects, and conducting reviews of engineering drawings+ Coordinating activities with architecture, engineering, real estate, construction, and space planning efforts, and all clients.+ Managing major building renovations and recap projects.+ Conducting reviews of engineering drawings.+ Supporting and managing major recapitalization (recap) projects and building renovation projects.+ Coordinating activities with architecture, engineering, real estate, construction, and space planning efforts, and all customers+ Coordinating operations, maintenance, repair, inspections for all equipment and mechanical rooms.+ Using MS Office (Word, Excel, PowerPoint, Outlook), Adobe Software, and a PC (Windows based).
