The Program Manager will develop and maintain a good working relationship with US Government customers and manage a complex team of employees and subcontractors who are geographically dispersed. This includes contract tasks and deliverables, coordination across teams of resources of external partners through subcontractors and internal science, engineering, and production teams, resource planning, financial budgeting, program revenue and expenditure forecasting for US Government contracts.Job Duties & Responsibilities:+ Lead a complex, geographically dispersed program/project team to meet or exceed SOW, on budget and on schedule. Manage personnel and material resources to ensure efficient execution of program activities, ensuring they meet contractual timelines for the Government customer, and Teledyne FLIR internal Phase-Gate development timelines.+ Brief internal and external customers on progress regularly; work with government and other customers to secure follow work and/or expand scope and budget of on-contract work.+ Support technology transition activities associated with meeting Government technology readiness level specifications.+ Project revenue and delivery for divisions Annual Operating Plan and on a quarter-by-quarter basis and execute effectively to achieve forecast.+ Working with Engineering and Science leads, ensure programs are adequately staffed with either internal or external personnel and advocate for program priority.+ Lead and coordinate proposal efforts, as needed.+ Manage a team of indirect reports to deliver program objectives on-time and on-budget, teams may be geographically dispersed.+ Manage one or more subcontractors to accurately forecast and achieve objectives on-time and on-budget.Job Qualifications:+ Applicants must be either a US citizen, US national, legal permanent resident, asylee, refugee or must be eligible to apply for and obtain the appropriate export control license from the US Departments of State or Commerce.+ Applicants must be eligible for or actively have DoD Secret Clearance. + 5+ years of experience in a program or project management role.+ Experience working with Chemical, Biological, Nuclear, Radiological, or Explosives (CBRNe) programs preferred.+ Experience with US Department of Defense Joint Services and/or Department of Homeland Security to include prior work with acquisition offices of JPEO CBRND, DTRA, DARPA, DHS CWMD program offices desired.+ Proven success managing US Government R to Procurement contracts.+ Demonstrated experience in Earned Value Management (or similar reporting) and understanding of project/program financials.+ Experience working on sensor development preferred.+ Bachelor's degree in a technical field and Defense Acquisition Certification or PMP certification preferred.+ Experience managing engineering resources and resource allocation to programs.+ Experience working across multiple sites with indirect reports and managing geographically dispersed teams.+ Experience managing sub-contractors.+ Demonstrated experience briefing leadership on program status.+ Excellent written and oral communication skills.+ Able and willing to travel for Teledyne FLIR and USG directed work 25% - 35% domestically (this includes travel to Teledyne FLIR's IN office).
