Summary As a Management and Program Analyst (Information Management), you will lead the change management process, as we consider options to improve Safety and Mission Assurance (SMA) data management. You will establish data management policy/standards, revalidate data management requirements, and assess the effectiveness of current methods to collect, correlate and analyze SMA data. You will also assess the overall alignment with center/agency IT and data management strategy. Responsibilities Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Identifying and developing data required for use in the management and direction of programs. Developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs. Directs, coordinates, and approves work statements for information technology and communications services and products. Analyze processes, identify efficiencies, and recommend and facilitate changes to optimize operations and resources. Present data insights for consumption by leaders and stakeholders. Requirements Conditions of Employment Qualifications You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. GS-15: To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level analyzing operations to identify areas of improvement and establish new policies / procedures to enhance efficiency; collaborating with leadership to resolve issues and implement changes to meet organizational goals and objectives; and, conducting studies to analyze, develop, and implement a plan for an Information Technology (IT) or Software Engineering project or program. Education Additional Information This is a temporary promotion or detail not to exceed six (6) months, but may be extended or made permanent without further competition. Should the assignment not be made permanent, the incumbent will return to the same or similar former position of record (same grade, full performance level and location), after completion of the temporary assignment. Additional selections may be made for similar positions across NASA within the local commuting area(s) of the location(s) identified in this announcement.
