ARServices is seeking a Budget Analyst/Planner to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). In this position you will provide Advisory and Assistance Services (A) to the Counter WMD Technologies Department (CX) Program Integration and Requirements Office (PIRO). Overall duties involve providing budget and program planning, budget execution analysis and program integration support across the CX department portfolio. The successful candidate will demonstrate DoD Programming, Planning, Budgeting and Execution (PPBE) process, DoD Financial Management and program management expertise in a research and development environment with annual budgets over $100 million.Principal DutiesDevelopment and analysis of annual budget plans, spend plans and budget justificationsSupport and leadership of financial aspects of Program Objective Memoranda (POM) development for the CX DepartmentDesign and preparation of PPBE, POM and Budget Estimate Submission (BES) displays, workbooks, documents and justificationsCompilation of obligation and expenditure data for support of program managementAnalysis and assessment of funding requirements and unfunded requirementsPreparation of weekly, monthly and annual financial management documentation and briefings at the micro and macro level Resolution of Unliquidated Obligations identified by DTRA Financial ManagementSupport of the DTRA financial management infrastructureRequirementsBachelor's degree in finance, management or business-related disciplineCurrent DoD Top Secret security clearance with access to Sensitive Compartmented Information (SCI)At least ten years of financial analysis/management experience Experience in DoD financial management, budget planning and PPBE processes at the Service Headquarters or Department Headquarters levelExperience with Defense Agencies Initiative (DAI) databasesExpertise in use of MS ExcelDesired QualificationsMaster's degree in finance, accounting, auditing or businessExperience with DoD Research, Development, Test and Evaluation (RDT) budget planning and managementExperience in a research and development program planning and managementExperience in DTRAExperience using DoD Procurement Integrated Enterprise Environment (PIEE) tools and dataDefense Acquisition Workforce Improvement Act (DAWIA) certificationFinance related Defense Acquisition University (DAU) trainingCertified Defense Financial Manager ARServices is an Equal Opportunity/Affirmative Action Employer committed to hiring and retaining a diverse workforce, including protected veterans and individuals with disabilities.
