If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position. Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel. Prepares directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations to introduce new initiatives and to recommend effective operations consistent with policies and objectives. Develops long-range program plans, goals, objectives, and milestones. Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Researches and investigates new or improved business and management practices for application to operating and administrative programs. Tour of Duty: Monday through Friday 8:00 am to 4:30 pm Must meet IRS telework eligibility requirements Alternative work schedule, staggered work hours or telework may be available. If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. Must be a US Citizen or National. Subject to a 1-year probationary period (unless already completed). The employment of any candidate selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns. Must successfully complete a background investigation, including an FBI criminal history record check (fingerprint check). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Undergo an income tax verification. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: The position serves as a staff analyst, evaluator, and advisor to management and is responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs. In addition to meeting the basic qualifications requirements above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position include all of the following: Experience in project assignments that require a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations; Experience interpreting and applying procurement and financial laws, policies, regulations, and precedents applicable to contract administration; Experience with management principles and processes to perform project/program management duties to complete, coordinate and integrate project/program objectives and recommendations; and experience to communicate effectively both orally and in writing with internal and external stakeholders (eg executives/senior level management, vendors, contracting officers, program owners, etc.). OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in--grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
