Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel. Prepares directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations to introduce new initiatives and to recommend effective operations consistent with policies and objectives. Develops long-range program plans, goals, objectives, and milestones. Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Researches and investigates new or improved business and management practices for application to operating and administrative programs. Tour of Duty: Monday through Friday 8:00 am to 4:30 pm Must meet IRS telework eligibility requirements Alternative work schedule, staggered work hours or telework may be available. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: The position serves as a staff analyst, evaluator, and advisor to management and is responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs. In addition to meeting the basic qualifications requirements above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position include all of the following: Experience in project assignments that require a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations; Experience interpreting and applying procurement and financial laws, policies, regulations, and precedents applicable to contract administration; Experience with management principles and processes to perform project/program management duties to complete, coordinate and integrate project/program objectives and recommendations; and experience to communicate effectively both orally and in writing with internal and external stakeholders (eg executives/senior level management, vendors, contracting officers, program owners, etc.).
