About the Position:

The Office of Institutional Effectiveness and Planning (OIEP) is seeking a Database Programmer/Analyst to fulfill its on-going efforts to build data integration and warehousing solutions to support both business intelligence and analytical applications for decision making in institutional effectiveness and planning.

The position provides technical expertise for the development, maintenance, and documentation of OIEP Oracle databases. The work on dataset creation is essential to support the development of dashboards and data visualizations which provide both critical access and easy to use tools for university leaders and other campus end-users. These dashboards provide a critical tool for university leaders to use OIEP data in their decision-making.

The Database Programmer/Analyst will report to the Associate Provost for Institutional Effectiveness and Planning. The incumbent will work in the office on the Fairfax Campus following CDC COVID 19 Guidelines and will be eligible for consideration for partial telework and an alternate work schedule.

Responsibilities:

  • Design database systems using programs that include file structure, device allocation, validation checks and statistical methods. Ensure the integration of systems through the database structure. Troubleshoot and resolve database and data problems. Ensure data and its sources are accurate. Monitor, analyze and verify data to ensure data integrity;
  • Extract data from a variety of sources of records, including Banner, to create and maintain Oracle data tables for web report development, SAS scripts and/or other office applications;
  • Lead in creating comprehensive datasets for use in SAS Viya and other dashboard tools;
  • Create, update and maintain written documentation of processes and procedures used to create/update all datasets and tables maintained by OIEP;
  • Design, automate, schedule, load jobs from source data and multi-location databases with data flows and synchronization mapping;
  • Develop code for analyzing institutional data and for web applications;
  • Evaluate and enhance the efficiency of existing programs in meeting current and future needs;
  • Analyze system and application needs, determine and evaluate alternative solutions and approaches to meeting those needs;
  • Provide analytical support for research requests as appropriate;
  • Work with Information Technology Services to ensure smooth transitions with upgrades to Oracle, firewall, applications, and other IT issues in order to maintain proper functioning of OIEP website tables.
  • Provide technical assistance to OIEP as appropriate;
  • Identify BI/analytics tools and analytical applications for developing institutional research and assessment dashboards.


Required Qualifications:


  • Master's degree in Computer Science, Information Systems, Management Information Sciences, Engineering, or a related discipline, or equivalent combination of education and experience;
  • Demonstrated working knowledge developing complex SQL queries;
  • Experience using SQL Developer or other SQL database management tools;
  • Knowledge and understanding of RDB technology, OLAP and server tools;
  • Knowledge of ERP such as Banner, PeopleSoft, SAP;
  • Ability to extract and merge data from multiple platforms;
  • Working knowledge of web development tools and programming languages (e.g. - JavaScript, JQuery, Coldfusion, Python, PHP);
  • Ability to upgrade and maintain OIEP systems (e.g., upgrading Oracle Client on staff computers);
  • Ability to translate faculty, staff, and institutional needs to technical requirements;
  • Strong written and verbal communication skills with various technical and non-technical audiences, including information technology groups;
  • Demonstrated capacity to learn new technologies.


Preferred Qualifications:


  • SAS certification;
  • Database certification;
  • Knowledge of programming in SAS or SPSS or other comparable statistical programs;
  • Working knowledge of front-end reporting tools such as SAS Visual Analytics and SAS Visual Statistics, and Microstrategy, for easy access to institutional data;
  • Experience in a Higher Education setting.
