Responsibilities

The Deputy Assistant Secretary has broad responsibility for providing leadership in planning, budgeting, and managing the Department and its thirteen bureaus' applications of information systems including computer hardware and software, telecommunications support, shared services, and infrastructure (cloud/data centers, networks, back office IT). The incumbent of this position has delegated authority to act as the Chief Information Officer as defined in Division E of Public Law 104-106 (Information Technology Management and Reform Act, also known as the Clinger Cohen Act of 1996), and is the designated Senior Information Resources Management (IRM) Official as defined in the Paperwork Reduction Act.

1. Advises and provides guidance on all IT matters to the Secretary of the Treasury and other senior management personnel to ensure that information technology is acquired and managed in a manner that implements the policies of the Clinger-Cohen Act of 1996, including:

a) Formulating broad policies, programs, and oversight practices to properly manage the Department's information system resources. This includes managing the long-term planning, budgeting, and procurement process for information systems to ensure cost-effectiveness by reviewing and approving proposed acquisition of information systems and conducting reviews of specific Bureau/Office systems to assure conformance with Departmental guidance. Lead IT strategic and operational planning to support the Treasury mission and achieve goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of IT systems across the department. Ensure continuous delivery of high-quality IT services through oversight of service level agreements with end-users and monitoring of IT systems performance.

b) Establishing technical information systems and requirements for the acquisition of hardware, software and other contractor supplied support for the purpose of: monitoring system tests, contractor progress in fulfilling system performance, cost and schedule commitments to advise the Secretary of the Treasury, the Assistant Secretary for Management, and other relevant senior officials of actual or anticipated variances.

c) Assuring maximum value of Departmental information technology acquisitions, coordinating activities of the Treasury Investment Review Board, implementing shared nationwide networks across bureau lines, and assisting Bureaus/Offices in securing their computer and telecommunication systems against unauthorized entry or other forms of compromise.

2. Develop, maintain, and facilitate the implementation of a sound and integrated information technology architecture for the Department. Activities include reviewing, evaluating, and analyzing recommendations for the Secretary of the Treasury, the Assistant Secretary for Management, and other senior management personnel with regard to annual plans for information systems and telecommunications support submitted by Bureaus/Offices; developing a consolidated plan, resolving priority and implementation problems and coordinating presentation of the consolidated plan to OMB, Congress and others.

3. Monitors the performance of information technology programs of the Department and bureaus, evaluates the performance on the basis of the applicable performance measurements, and advises the Secretary of the Treasury, the Assistant Secretary for Management, and other senior level officials regarding whether to continue, modify, or terminate an IT program or project.

4. Provides oversight and strategic direction to the Department-wide cybersecurity program, including: developing Department-wide security policies for unclassified, collateral classified, and intelligence systems by selecting security standards, procedures, and tools as appropriate for the purpose of implementing cybersecurity performance measures for Treasury Bureaus to promote compliance with statutory requirements from federal authorities (e.g., Office of Management and Budget; Department of Homeland Security, National Institute of Standards and Technology, National Security Agency and others).

Qualifications

Qualifications: As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the (GS)-15 grade level or its equivalent in the public or private sector. To be qualified for this position, your résumé must reflect experience in a managerial capacity. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
    • Directing the work of an organizational unit
    • Ensuring the success of one or more specific major programs or projects
    • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
    • Supervising the work of other managers and exercising important policymaking, policy determining, or other executive functions. Failure to meet the basic qualification requirement and address all Mandatory Technical Qualifications and Executive Core Qualifications will result in your application being disqualified. The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants that are not already QRB certified, must submit a separate written narrative addressing the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear and concise, emphasizing your scope and level of responsibility, the complexity of programs managed, your initiatives and accomplishments, and the results of your actions.
      The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
    • Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives. Applicants should follow the Challenge, Context, Action and Result (CCAR) model outlined in the guide. Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ. Applicants who fail to adhere to the one (1) page per MTQ limit will be disqualified and no longer considered for the position. In addition to the ECQs, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. You must fully address each MTQ to be rated for further consideration.

MTQ 1 Demonstrated ability to lead the identification, implementation, and evaluation of transformative technology solutions and IT shared services within federal government IT laws, regulations, and policies.

MTQ 2Demonstrated experience in implementing and overseeing IT budget formulation and execution, IT acquisitions, IT service cost/pricing models, and IT project management concepts and techniques.

MTQ 3 Demonstrated ability to oversee and implement IT policy governance, complex IT operations, and strategically manage IT through its lifecycle from concept to disposition.

MTQ 4 Demonstrated experience overseeing an IT cyber security and privacy program, as well as the implementation of the cloud technology for a large bureau, agency, or organization.
