Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Walter Reed National Military Medical Center, Bethesda, MD, in the Directorate of Nursing, Medical-Surgical Hematology/Oncology Unit, 5 th Floor. Tour of Duty: 8 hours shifts, Day shift: 0645-1515; and/or when needed to meet mission requirements.

Responsibilities

  • Provide oversight of nursing care to eligible pediatric or adult beneficiaries in the National Capital Region, frequently collaborating with physicians and other health care providers.
  • Assess, coordinate, plan, and implement the newest approaches and practices in delivery of efficient, cost-effective hematology-oncology care.
  • Apply professional nursing theories, principles, and procedures in providing care to hematology and/or oncology patients.
  • Utilize the comprehensive nursing process to participate and provide input into patient treatment plans for hematology and/or oncology patients.
  • Administer medications, chemotherapy, immunotherapy, and blood products, as well as managing the related side effects to the treatments and the disease process.
  • Aid in the identification and intervention of variable needs of hematology/oncology patients and their families; i.e., physical and psychosocial comfort and support, safety, nutrition, social-spiritual needs, and multi-cultural diversity.
  • Provide education, support, and counseling regarding oncology diseases and side-effects of chemotherapeutic agents.
  • Act as a liaison between patients, their families, and other healthcare professionals.
  • Act as facilitator to mediate complaints and concerns of patients, family members, and staff, taking immediate action to resolve or refer to a higher level.
  • Serves as mentor, resource person, and preceptor to newly assigned hematology/oncology staff.
  • Participate in meetings to evaluate clinic policies/processes and recommend improvement solutions.
  • Participate as a key member in the hematology/oncology educational programs, assisting in the orientation, mentoring, and oversight of assigned professional and paraprofessional staffs.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.

  • This position is covered by the Department of Defense Civilian Employee Drug-Free Workplace Program as a testing designated position (TDP).
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated as Mission Essential and the incumbent must assume essential personnel status during inclement weather/emergencies.
  • This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
  • A one year Supervisory probationary period may be required.
  • This position requires that you hold an active Oncology Nursing Society Provider card (ONS/ONCC Chemotherapy Immunotherapy Certificate Course).

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements:

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 2017 or before. You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Experience: To qualify based on your work experience, your resume must describe at least one or more years of professional nursing experience which prepared you to do the work in this job. Specialized experience is defined as duties such as: providing nursing care to hematology/oncology patients; administering medications, chemotherapy, immunotherapy, and blood products; managing related side effects to treatments; observing and assessing patient conditions; performing patient assessments; and participating in and providing input into patient treatment plans for hematology and/or oncology patients in the ambulatory setting. Specialized experience is defined as 1 year at the next lower grade level (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
