Responsibilities

This position is located in the Executive Offices for United States Attorney's Office, Resource
Management and Planning, Budget Execution Staff. If selected for this position you will serve as the Assistant Director for Budget Execution, responsible for the overall direction, management, development, and execution of the 94 United States Attorney's Offices (USAOs) and the Executive Office of the United States Attorney's (EOUSA's) multi-year budgets. Typical duties include.
  • Supervise subordinate staff comprised of seventeen administrative staff performing GS-7-13, three GS 14 level supervisors.
  • Provide expertise and oversight involving projects associated with immediate and long range USAOs/EOUSA financial resource goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and funding.
  • Assist the Deputy Chief Financial Officer (CFO) and CFO as well as all upper-level management in the Director's Office of EOUSA in developing USAO/EOUSA goals, programs, and priorities, by analyzing resource requirements and recommending approaches that will best support broadly established goals, milestones, and final objectives.
  • Direct the interpretation of Department of Justice (DOJ), Office of Management and Budget (OMB), and Congressional priorities and regulations with respect to any/all 94 USAOs' financial management issues.
  • Analyze and effect the optimum mix of reduced operating costs while assuring overall program effectiveness, which could include substantially changing operating methodologies.
  • Conduct studies and analyses of overall financial effectiveness of USAO or litigative programs using a great variety of statistical and analytical tools and techniques to identify management and programmatic approaches that are most effective.
  • Work with senior budget officials within the Department, OMB, and Congressional Appropriation staff, in executing the USAs budget.

Qualifications

GS-15: At least one full year of specialized experience equivalent to the GS-14 level in Federal service leading Federal financial management, direction, development, and execution of budgets for a Federal agency; acting as a senior member of a financial management team; directing a Federal financial management program team by providing supervision and oversight; overseeing resource analysis studies and long-range planning to improve the efficiency and effectiveness of financial management throughout an agency.
