Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located within the Director for Clinical Support, Dept. of Pathology, Clinical Pathology at Fort Belvoir Community Hospital, Fort Belvoir, VA. Core Laboratory operates on 24/7/365 basis.

Responsibilities

  • Prepare patient testing in a Clinical Pathology Service as covered by Standard Operating Procedures (SOPs), in a Core Lab that consists of Manual and Automated Chemistry; Urinalysis; Hematology/Coagulation, Semen analysis, and Immunology Sections.
  • Perform specimen processing utilizing the Laboratory Information System (Composite Health Care System) in preparation of performing testing in the various sections that comprise the Core Laboratory.
  • Conduct quality control procedures on equipment to include troubleshooting off out of range quality control, instrument maintenance, calibration, and any corrective actions as needed.
  • Prepare specimens for analysis, ensuring the specimen's physiological state is maintained through the analytical phase.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes differentiating peripheral blood/body fluid during specimen analysis and/or clinical testing (chemistry, hematology, urinalysis, or immunology); operating lab systems and instrument interfaces; and monitoring quality assurance/quality control activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Clinical Laboratory Science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

Selective Placement Factor: Certification by the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT), or other organization deemed comparable by the Office of Assistant Secretary of Defense for Health Affairs (OASD HA) or their designee, Clinical Chemistry and Laboratory Medicine (CCLM) as a Medical Laboratory Technician (MLT) or Medical Technologist (MT)/Clinical Laboratory Scientist (CLS) is required.
