Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-14/15.

Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Responsibilities

  • Serves as Chief, Program Budget Division and Budget Officer for the Command.
  • Directs the accomplishment of current and budget year programming and reprogramming actions to assure maximum objective accomplishment within available resources for both Direct Army and Customer programs in multiple appropriations.
  • Monitors Command program accomplishments/ progress and identifies actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance or other similar factors.
  • Provides leadership and coordinates the Commands functional and management activities on matters related to CECOM programming, budgeting and funding with authority to commit the Command to a course of action.
  • Evaluates the effect of alternative or corrective actions on the operating program under consideration, on interrelated programs and on the overall utilization of manpower, money, and materials.
  • Presents conclusions and recommendations to insure efficiency, economy and balance in the development and execution of operating programs.
  • Collaborates with chiefs of other units to negotiate, decide on, and/or coordinate work related situations affecting other units.
  • Position requires comprehensive knowledge of the substantive nature of the operating programs and the interrelationships among such programs

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Selectees must meet position requirements for certification at Level III in Financial Management within 24 months of entrance on duty.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • You will be required to provide proof of U.S. Citizenship.
  • One year Supervisory probationary period required.
  • This position requires Level III certification in Acquisition Career Field Business-Financial Management or the incumbent must be able to obtain certification within 24 months of appointment.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Experience planning, developing and/or implementing organizational wide programming and budgeting policies and procedures. Experience applying comprehensive knowledge of statistical, accounting, budget and economic principles and techniques. Experience directing budget and reprogramming actions insuring maximum accomplishment of resources. Experience providing leadership and supervision over subordinate employees. Experience presenting conclusions and recommendation in the development and execution of operating programs.

Education cannot be substituted for experience.
