Summary

This position is located in the Defense Commissary Agency (DeCA) Headquarters (HQ), Sales, Marketing and Logistics Group, Strategic Revenue Management Office. Serves as a grocery pricing analyst providing essential analytical and pricing execution support for the Agency's centralized category management function. Specifically, the incumbent is responsible for executing and refining a retail pricing strategy across categories with the strategic and financial goals defined by senior leadership.

Responsibilities

SAVINGS: Constantly seeks to provide grocery items at significant savings while enhancing quality of life and Readiness. Must be keenly aware of competitive trends and changes in the retail grocery sector to provide grocery items at significant savings. Ensures the commissary items meet or exceed the overall 23.7% savings compared against local market baskets, as directed by statute. Executes pricing strategies to ensure patrons save nearly a quarter on every dollar they spend commissaries.

REVENUE: Executes innovative pricing strategies to increase revenue by accomplishing DeCA's new vision and the strategic changes set forth in the Director's Game Plan. Continuously seeks opportunities to capitalize on demand creation and increase customer base. Seeks outs cutting edge pricing incentives to grow, expand, and increase DeCA's revenue share.

MARGIN: Consistently delivers the target profit by executing competitive pricing strategies and increasing demand. Achieves cutting edge strategies for increasing profit. Accomplishes high level established revenue, benefit, and profit goals outcomes and objectives.

This position is responsible for assisting in the execution of Agency strategies, price management processes, rules, standards, and guidelines that deliver on financial and policy goals. This role is directly responsible for establishing a business partnership with the category managers, sales team members and other stakeholders to quantify, and execute pricing strategies in all stores. This responsibility includes developing and implementing advanced analytical techniques, tools, and scorecards to drive business results and ensure fact-based data are utilized when making pricing decisions. The incumbent provides frameworks, recommendations and subject matter expertise, to guide and support pricing decisions. The incumbent, with assistance from sales, operations and external sources, is fluent in industry and macro trends that impact the pricing and value environment of their categories. Additionally, the incumbent researches and tracks competitor pricing and market trends and applies this information to price recommendations.

The incumbent is responsible for administering a variety of assigned activities that include, but are not limited to, the following:
  • Work with the team leader and category manager to determine demographic and competitive dynamics in order to implement effective grocery pricing strategies in-line with category role and market variations;
  • Implement pricing analytics and coordinate pricing research requirements; Execute proficiencies in market research, syndicated and panel data, price trends and geographic anomalies in order to be able to enhance decision models;
  • Identify and execute pricing processes and models for optimal pricing effectiveness and to increase the Agency's pricing competencies;
  • Monitor, assess, and report pricing key performance indicators (KPIs);
  • Rationalize tools, data sources, and reports used by the pricing team and category managers;
  • Work with Information Technology (IT) staff to execute business requirements for the Enterprise Data Warehouse to support necessary predictive modeling and reporting;
  • Execute pricing analytics solutions and models using methodology that is measurable and can be audited for pricing KPIs/metrics from data collection to its final output/model to validate results;
  • Maintain weekly, quarterly and yearly scorecards to track sales, profit dollars and share of each category;
  • Proactively institute standard processes and techniques. Execute and implement grocery industry standard best practices for the Agency;
  • Reviews with category management various product plans (promotion, lifecycle, assortment, seasonal, replenishment, placement, signage and in-store activity) to determine impact to performance outcomes; and
  • Measures total profit contribution for each category, using syndicated data to monitor retail price points by geography, and make recommendations based on comprehensive analysis to maximize trade spend, create sales projections at the category level, and conduct in-depth, post-promotional analysis at the item and category level. Must be able to validate pricing programs, plans and results using data analytics, enterprise solutions and models. Understands pricing trends, grocery promotional response, pricing dynamics, price elasticity of different commodities and other algorithms.

GS-12: To qualify for this position you must possess One year of specialized experience equivalent to the GS-11 grade level. To be creditable, specialized experience must be at the {Insert Grade Level} or equivalent under other pay systems in the Federal service, military, or private sector.

Examples of specialized experience include: Work consisting of projects, studies, and assignments that require the analysis of interrelated issues and involves executing predictive models, gathering information, identifying and analyzing issues, and executing recommendations to resolve substantive problems of retail pricing operations. Performing assignments involving various projects, studies, or evaluations requiring the application of many different and unrelated processes, differing regulatory criteria and procedures, and significant departures from established practices. Influencing decisions, or executing and implementing new methods and techniques that satisfy broad policy and technical requirements. Making recommendations for changes in basic policy issuances and implementing instructions covering established techniques, practices, and methods based on personal analysis of very general policy directives and objectives. Issues and projects usually consist of problems that are not always susceptible to direct observation and analysis. Dealing with information often conflicting and/or incomplete. Influencing decisions regarding what needs to be done are complicated by the number and nature of existing programs, regulatory guidance, overlapping requirements, or distinct local, environmental, or other considerations that have an impact on the ability to apply established methods. The incumbent must consider the total range of existing policies, procedures, laws, and regulations. Originating new techniques, establishing criteria, executing new information and approaches to problem solutions, and/or executing and interpreting broad Agency policies and regulations.
