Summary

The primary purpose of the positions is to provide: budget formulation, justification, and analysis; budget execution; analysis of financial management records and reports; and overseeing the Resident fee program. The incumbent at each facility is a leader responsible for ensuring that all financial operations are performed properly at each campus.

Responsibilities

As a FINANCIAL ANALYST (SENIOR FINANCIAL ANALYST), you will:
  • Ensure the AFRH is in compliance with Generally Accepted Accounting Principles, Federal Acquisition Regulation and other regulatory standards.
  • Review and approve monthly reconciliations as part of the financial reporting cycle. Identify and resolve all reconciling differences in a timely manner.
  • Consolidate, formulate, and analyze individual unit budget requests into a total Annual Budget request. Analyze historical budgetary data in comparison to projected fiscal year program objectives and goals.
  • Develop annual expenditure plans for multiple cost centers and measures monthly performance against the plan. As required, recommend adjustments to operating budget, e.g., obligations or reprogramming of funding.
  • Serve as a financial liaison in drafting policies and procedures to provide guidance to the AFRH Agency in accounting and budgetary matters.

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

    Specialized experience for this position includes:
    -Reviewing financial data using analytical tools; AND
    -Modeling, managing, and analyzing financial data; AND
    -Developing financial analytical reports to present data to management.

    - Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
    - Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
