Responsibilities

This announcement provides the opportunity for a reassignment/promotion to the position of Business & Finance Manager position in the Office of Chief Information Officer (OCIO) located in Arlington, Virginia.

The successful candidate will provide leadership, direction, and strategy supporting agency-wide information technology operations and maintenance. Oversees and directs IT activities related to training, planning, budgeting, contracting, licensing, reporting, and communications for OCIO. The employee supervises the activities of staff engaged in (1) project management; (2) planning and performance reporting; (3) stakeholder relations; (4) strategic planning; and (5) budgeting.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $129,054.00 - $165,810.00. The salary figures include locality pay.

Responsibilities include the day-to-day management of work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Provides authoritative advisory service and/or contributes to the development of the strategic plan for the Office of the Chief Information Officer (OCIO) to support a high-performance, entrepreneurial, innovative organization.
  • Develops authoritative policy interpretations in the area of IT performance and management. - Develops and manages the operations budget; analyzing expenditures for cost constraints.
  • Plans, organizes, and conducts research on complex project management, planning and performance, and stakeholder relations issues.
  • Evaluates all aspects of Information Technology training for the CIO organization including objectives, policies, and subject matter to assure training consistency. Identifies actual and/or potential problem areas, trends, deficiency situations, and/or areas of training inconsistencies.
  • Provides reports to the IT management regarding system performance, utilization, and compliance.
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities including presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Assures implementation by subordinate staff of the goals and objectives of an agency-wide program; assesses measures that evaluate performance; and makes recommendations for program improvement.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's degree from an accredited college or university.
AND
  • Must have at least five years of specialized experience in overseeing and directing IT activities related to training, planning, budgeting, contracting, licensing, reporting, and communications.

AND
  • Must have experience supervising the activities of staff engaged in (1) project management; (2) planning and performance reporting; (3) stakeholder relations; (4) strategic planning; and (5) budgeting.
DESIRABLE QUALIFICATIONS
  • Familiarity with/experience using Microsoft Power BI
  • Strong project management skills including use of project management software and knowledge of project management methodologies

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Mastery of performance measurement concepts, principles, regulations, and techniques needed to assess progress, efficiencies, inputs and outputs, effectiveness of operations, and quality of services and outcomes to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
  • Skill in managing the formulation, justification, and execution of the budget for a major component conducting a substantive program or recognizable segment thereof.
  • Knowledge of the organization of the Office of the Inspector General, its mission, program objectives and operations, and the relationship of information technology support functions with agency management functions.
  • Skill in planning work to be accomplished by subordinates, (e.g., setting priorities. evaluating performance, giving advice, counsel, and instructions, effecting minor disciplinary actions, and identifying developmental and training needs).
  • Knowledge of relevant business practices and market conditions sufficient to evaluate bid responsiveness, contractor responsibility and contractor performance.
  • Skill in developing new methods and approaches to meet overall training objectives.
  • Ability to express and present ideas clearly and concisely, both orally and in writing.
