This vacancy is for a Program Analyst position in the Associate Director for Research and Methodology located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Analyze and evaluate on a quantitative/qualitative basis the effectiveness of programs to meet established goals and objective
  • Develop, analyze, and evaluate new or modified program and/or management policies, regulations, goals, or objectives.
  • Develop procedures and systems for assessing the effectiveness of programs and/or management processes.
  • Manage dataset metadata to support research by internal and external customers.
  • Evaluate and advise on organization structures, methods and procedures.

This is a NON-BARGAINING unit position.

Relocation expenses will not be paid.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Analyzing and evaluating on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Conducting evaluations and advising on organization structures, methods, and procedures. Analyzing management information requirements and developing, analyzing, and evaluating new or modified program and/or management policies, regulations, goals, or objectives. Developing procedures and systems for assessing the effectiveness of programs and/or management processes.

Education: Education cannot be substituted for experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
