Summary

As a direct report to the Comptroller General of the United States, you will provide leadership in the promotion of economy, efficiency, and effectiveness in the GAO; oversee audits and investigations; and keep the Comptroller General and the U.S. Congress informed concerning the administration of programs and operations of the GAO.

Responsibilities

  • Conduct, supervise, or coordinate independent and objective audits, reviews, and investigations of GAO programs and operations to enhance program or operational performance, and to identify potential administrative or criminal violations.
  • Prepare the OIG strategic and biennial work plans; annual budgets; and policies and procedures; and supervise day-to-day OIG operational activities.
  • Develop plans to identify, assess, and evaluate inherent risks of agency programs and operations and associated control mechanisms in order to combat fraud, waste, abuse and mismanagement.
  • Serve as a member of the Council of Inspectors General on Integrity and Efficiency; collaborate with other pertinent government organizations to keep current on oversight and Inspector General Community initiatives and projects; exchange information; and address developing or changing policies, procedures, guidelines, and standards.
  • Oversee development of statements of work and task orders for contractor audit services, evaluate contractor proposals, monitor contractor staff, accept deliverables, and approve invoices.
  • Review investigative reports to determine sufficiency of findings and conclusions.
  • Anticipate and address potential problems and delays in meeting agreed-upon timeframes.
  • Review audit plans, programs, and reports to determine sufficiency of presentation of findings and recommendations.
  • Participate in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
  • Prepare reports to the Comptroller General, the Audit Advisory Committee, and the Congress about conditions disclosed by audits and investigations, summarizing each significant report made during the reporting period, recommended corrective actions, and implementation of corrective actions.
  • Manage short and long range planning of audits, reviews, and investigation activities that include multi-year work plans on performance of programs and operations.

The ideal candidate will possess significant leadership and management experience in an oversight organization; strong interpersonal and communication skills; and demonstrated experience ensuring high quality audit and investigative deliverables that enhance the organization's programs and performance. If you are a federal employee, this experience is typically gained in a GS-14, GS-15, or equivalent-level positions.

    • Experience overseeing high quality written work products related to audits, reviews, and investigations performed by an oversight organization (e.g., an Office of Inspector General).
