Summary

This position is in the Food and Drug Administration, Center for Drug Evaluation and Research, Office of Executive Programs, Executive Operations Staff, Silver Spring, MD. The incumbent of the position serves as a Project Manager of the Executive Operations Staff. EOS directs the organization's Center-wide executive services, projects, legislative affairs, and intergovernmental affairs programs for the CDER Center Director and Deputy Center Directors.

Responsibilities

  • Serves as a senior Project Manager (PM) for administrative and management programs supporting the activities of the Office of Executive Programs.
  • Serves as expert advisor, approving official and technical lead for high profile policy and regulatory issues pertaining to CDER relevant activities.
  • Driving force for the timely completion of project activities and attainment of project objectives.
  • Manages legislative activities to include responding to all congressional inquiries related to CDER programs and CDER-regulated products, preparing and reviewing testimony, and providing briefing material for Congressional members and staff.
  • Ensures that regular communication occurs based on the needs of the project or individual, listens well, clarifies the intent of other?s communications, tailor?s communication to the level of the audience.
  • Identifies creative methods such as analogies and visuals to communicate complex ideas.

Qualifications

The position of Project Manager falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/17/2021.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Minimum Qualification Requirements: GS 14- In order to qualify for the GS-14, applicants must have one year of specialized experience, equivalent to the GS-13 in the Federal service (1) Direct the actions of a project team and manage projects through all phases of assigned projects. 2) Obtains and presents information, interprets, and makes technical decisions related to program goals, and 3) Interpret and apply relevant laws, regulations, policies and procedures that have an impact on administrative and operational decisions.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
