Responsibilities

  • Serve as an Unaccompanied Children (UC) Technology Team Lead overseeing a team of analysts and contractors to deliver/maintain high-quality Information Technology (IT) systems supporting the mission of UCP.
  • Ensure the confidentiality, integrity, and availability of systems, networks, and data through planning, analysis, development, implementation, maintenance, and enhancement of information systems and tools.
  • Lead a Technology Team providing technical guidance and advice on the use of Salesforce and Tableau as well as associated tools and applications.
  • Oversee the development, testing, and deployment of Application Programming Interface (API) using MuleSoft to connect UC systems with external systems; the performance and reliability of UC systems, and make continuous improvements.
  • Assist the System Team Supervisor in designing, developing, testing, deploying, and maintaining UC systems; and proposes system enhancements to improve operational efficiency.
  • Identify changes to improve the overall data quality of UC systems; design/develop new data analytic frameworks/deliverables; and evaluate/incorporate emerging technologies/techniques to generate new data products that inform decision-making.
  • Build proof-of-concepts and prototypes to determine appropriate use of emerging technologies within the UC Program; and ensure data integrity and reliability of UC systems.
  • Plan work to be accomplished by team members to include setting/adjusting short-term priorities; preparing schedules for completion of work; and assigning work based on scope of work, level of difficulty, and capability of team members.
  • Evaluate work performance of team members to provide feedback; and review/approve work products completed by team members.
  • Serve as the lead point of contact on technology discussions with stakeholders; and represent the UC Program in IT discussions with external parties.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: All applicants must have IT-related experience demonstrating ALL of the following four competencies:

1) Attention to Detail - is through when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral and Written Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience, GS-13: In addition to meeting the Basic Requirement listed above, you must also have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service or equivalent public or private sector experience, that includes the following:
  • Utilizing technologies, such as Salesforce, Tableau, and MuleSoft, to assist in building IT systems; ensuring systems contain useful, accurate, updated, and standardized data to generate reliable information for decision-making;
  • Utilizing database structure, data visualization best practices, security standards, and systems configuration to maintain reliable IT systems;
  • Directing team members in evaluating emerging technologies, developing prototypes, delivering appropriate solutions, and/or troubleshooting system challenges as they emerge;
  • Utilizing data analytics and data tools such as R, Python, and SQL to generate reports and interpret data;
  • Collaborating with internal and external staff/teams to improve work processes or systems; and
  • Communicating orally and in writing to develop reports for internal/external audiences and to communicate work assignments to team members and/or contractors.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
