Summary

As a Senior Program Management Specialist, you will manage programs ensuring they are delivered within cost, schedule, and performance thresholds. You will assess the need for and propose sustainable project oversight and management frameworks to provide the tools needed to monitor key projects, initiatives, and associated efforts. In addition, you will plan, implement, and execute project management framework in accordance with strategic direction.

Responsibilities

As a Senior Program Management Specialist, you will:
  • Plan and manage detailed plans, tasks, milestone dates, independent cost estimates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
  • Analyze programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations. Manage short- and long-range planning activities that include multi-year work plans.
  • Develop program definition and design, conduct needs assessment and gather data to firm up program requirements, design program parameters with input from stakeholders, and develop program implementation plans and evaluation processes, and develop business case analyses.
  • Assess the value and organizational impact of projects, ensuring the benefits are measurable and related to organizational goals. Determine desired outcomes, activities, and indicators. Review current tools in place and recommend modifications.
  • Monitor the on-going progress of the project management framework. Establish tracking and oversight controls including processes to monitor,
    analyze and evaluate the operational effectiveness of the project management framework.
  • Provide feedback to leadership and stakeholders through reports, metrics, meetings, briefings, and information papers.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

Specialized Experience:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V or GS-13. Examples of specialized experience for this position includes:
  • Conducting research and data analysis to advise stakeholders on project recommendations; AND
  • Developing and monitoring project schedules, milestones, project plans, costs, and business requirements; AND
  • Communicating with internal and external stakeholders and team members on status updates, key issues, trends, or opportunities on program improvements.

Experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Salary range includes 22.26% geographical pay.
