Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Strategic Marketing Group. .

As a Social Science Research Analyst, GS-0101-13, you will serve as a research expert and team leader/member who will plan, implement, evaluate, and oversee market research using social marketing and communication techniques.

Responsibilities

  • Leads the development, drafts, and,/or reviews and approves protocols for, and manages the implementation of, diverse research methodologies.
  • Interprets qualitative and quantitative data and findings.
  • Independently designs and implements research, and interprets research findings for planning and evaluation (formative, process, and outcome) using both quantitative and qualitative research.
  • Represents the agency at briefings and other meetings regarding the justification and approval of specific projects.
  • Develop clearly written and concise issue papers, presentations, and talking points for senior staff when needed.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) managing or leading large-scale or quick turnaround qualitative or quantitative market research projects to assess and improve communication materials, strategies, or initiatives: 2) measuring and assessing target audience characteristics to recommend feasible solutions to communication issues or to guide the development or refinement of decision-making support tools: 3) analyzing qualitative or quantitative data to be included in study reports- issue paper, or presentation materials; and 4) interpreting research findings to formulate actionable recommendations, guide communications activities, or frame strategic decisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four (4) years of appropriate experience that demonstrated that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
