Serves as a supervisor In the Collections Maintenance and Off-site Storage Section in the Collections Access, Loan and Management Division. Incumbent supervises the operation of the Collections Maintenance and Security Unit and the Off-Site Storage Unit.

Responsibilities

This is a supervisory, non-bargaining unit position.

The incumbent of this position will work a fixed schedule of 8:00AM- 4:30PM.

Personally and through work leaders, supervises a group of approximately 20-25 employees performing work at the WL-07 through WG-03 levels, and coordinates and directs the activities of a staff comprised of work leaders, motor vehicle operators, material handlers and collections protection workers.

Performs the administrative and human resource management functions relative to the staff supervised. In collaboration with the Head, Collections Maintenance and Stack Management Section, establishes guidelines and performance expectations for the staff, which are clearly communicated through the formal employee performance management system. Observes worker's performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.

Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Coordinates storage and space utilization for Library Collection materials and supplies. This includes evaluating, planning, and installing collections shelving and other storage solutions throughout Library Facilities. Oversees the distribution and transportation of Library collection material throughout Library Facilities on Capitol Hill and to and from Offsite storage locations. Utilizes computer systems to accomplish work tasks, which include tracking work orders, communicating with customers, and reviewing space plans. Utilizes and maintains material handling equipment for use in transporting collections and supplies throughout Library Facilities.

Assists the Head, Collections Maintenance and Stack Management Section to resolve complex collections maintenance issues.. Participates in the development of policies, plans, and specific recommendations to perform major shifts and other collections management-related projects throughout the Library. Prepares shipping and inventory documents with required data for manual or automated Inventory systems to insure maximum security of Library materials.

Under the guidance of the Preservation Office and through the direction of the Head, Collections Maintenance and Stack Management Section, Collection Maintenance and Off-site Storage Manager, supervises preservation activities such as cleaning the collections of dust and debris.

PHYSICAL REQUIREMENT: Duties of the position require the incumbent to stand on hard surfaces for extended periods of time, and to bend, stoop, and work in tiring and sometimes uncomfortable positions . The incumbent may lift and carry items weighting up to 8 kilograms (40 pounds) on a recurring basis. A physical examination is required every two (2) years to perform the work of the position. After an offer of employment has been made and before commencement of duties, the selectee MUST be physically qualified by the Library's Health Office.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
