Summary

The Audit Policy and Quality Assurance (APQA) staff office is looking for someone that will lead and direct agency efforts related to developing, refining, and implementing policies, guidance, tools, and procedural approaches for GAO audits and engagements.

Responsibilities

  • Oversees the formulation of audit and related policies and guidance within the framework of generally accepted government auditing standards (GAGAS) and GAO's Quality Assurance Framework.
  • Leads APQA initiatives and special projects to address the results from peer reviews, internal inspections, and other relevant feedback.
  • Provides authoritative compliance advice and consultation to teams and offices on audit policy and quality assurance.
  • Guides GAO teams and offices in the application and implementation of a broad range of audit and audit-related policies, while ensuring compliance with generally accepted government auditing standards (GAGAS) and GAO's Quality Assurance Framework across business lines.
  • Leads the development and implementation of policies, processes, and systems to ensure that GAO audit activities are pursued in compliance with applicable laws, regulations, and other requirements and managed with prudent level of risk tolerance.
  • Monitors and evaluates GAO audit activity, operational and administrative policies, systems, and programs to assure compliance with applicable regulations, management controls, and reporting requirements.
  • Leads or contributes substantially to GAO Policy Manual updates and other key APQA responsibilities, including internal inspections, peer reviews, and the Engagement Management Process.
  • Establishes and maintains collaborative relationships with other GAO executives and program managers to support the effective achievement of reporting objectives and operational goals in response to changing demands for different types of audit and non-audit products while ensuring compliance with applicable laws, regulations and other requirements.
  • Leads and serves as APQA representative for agency-wide initiatives and undertakes special projects as directed by the CQO.

Technical qualifications (TQs)

  • The TQs describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. If you're a federal employee, this level of experience is typically gained in a GS-14, GS-15, or equivalent-level positions.
  • The TQs for this position are:
    • Experience providing First Partners and their teams with concrete and candid policy advice, guidance, and feedback while promoting high morale.
    • Experience conducting reviews of GAO engagements and draft products to ensure adherence to generally accepted government auditing standards (GAGAS) and GAO's quality assurance framework, quality standards, and core values.
    • Experience managing multiple written products and other projects while providing solution-oriented advice and guidance to help teams meet their objectives.

    • Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
    • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
