Summary

Incumbent serves as the program manager overseeing DeCA's private brand program and is responsible for the selection, implementation, and management of private brand grocery products within DeCA's category management structure.

Responsibilities

Position responsibilities include:
  • Manages upstream relationships with private brand suppliers.
  • Develops private brand plans which offer patrons a lower cost alternative to national/regional brands.
  • Develops merchandising strategies, budges, sales targets, and profit objectives to grow category revenue and deliver a profit target collaboratively with DeCA category managers.
  • Supervises a team of private brand merchandising specialists performing category management work.

Qualifications

Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management.

For GS-14: One year of specialized experience equivalent to at least the GS-13 grade level or equivalent to at least GS-13 under other Federal service pay systems, private sector, or military.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:
- Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. Current federal employees applying under VEOA eligibility are subject to time-in-grade. - Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

For this grade level, you must meet the qualification requirement through experience alone. You may not use education to qualify.

  • Applicants with a Permanent Resident Card (aka Green Card) are authorized to live and work in the U.S. but are not eligible for employment in positions requiring U.S. citizenship. This position requires U.S. citizenship.
  • Permanent Change of Station (PCS) is authorized. If you PCS'd at government expense within the past 12 months, additional government funded PCS may not be authorized; however, you may choose to pay your own moving expenses.
