OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

Responsibilities

As an Assistant Inspector General for Management and Administration you will:

- Set overall priorities and policy for Office of Management and Administration activities and oversee the planning and execution of these activities to ensure goals and objectives are achieved in an effective and timely manner and that customer expectations are met.
- Lead and coordinate the OIG annual and 5-year strategic planning processes that serve as the foundation for the OIG's program of audits, investigations, inspections, evaluations, and other reviews.
- Maintain, support, and enhance the OIG corporate management system, the Master Case Index, and other software applications including Team Mate and Share Point that are used to perform and track all phases of OIG audit, investigation, and inspection operations as well as management support functions.
- Direct and oversee the electronic distribution of between 200-300 OIG reports annually to VA senior program officials, congressional committee staff, Veteran Service Organizations, and other stakeholders.

Current career Senior Executives, QRB-certified graduates of SES candidate development programs, and individuals with SES reinstatement eligibility are not required to address the executive core qualifications. They are required to address the technical qualifications. All other applicants are required to address both the executive core qualifications and the technical qualifications.

    Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. ***The experience in your resume MUST address all TQs and ECQs***

    A. Technical Professional Qualifications (TQs) - All applicants must include a resume showing how their knowledge and experience relate to the following technical qualifications.

    TQ 1: Extensive management experience in planning, leading, and directing a broad range of operational programs and functions (e.g., information technology services, budget formulation and execution, financial management, human capital management, business process re-engineering, procurement, space management, and training).

    TQ 2: Demonstrated ability to analyze and coordinate program efforts with other internal and external offices and represent the organization to key individuals and groups outside the immediate work unit.

    B. The following Executive Core Qualifications (ECQs) must be addressed in your resume UNLESS you are a current member of the Career SES, a former Career SES member with reinstatement eligibility or an OPM/QRB certified candidate.

    OTHER INFORMATION:
    Relocation expenses as described in 2 CFR § 200.464 - Relocation costs of employees may be authorized in accordance with applicable travel regulations, agency policy, and available funding.

    CONDITIONS OF EMPLOYMENT:
    1. Citizenship: The selected applicant must be a United States Citizen or United States National. Proof of citizenship will be required prior to selection.
    2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
    3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
    4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
    5. Background Investigation: This position is designated as critical sensitive and requires a background investigation and favorable adjudication for a Top Secret clearance.
    6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a financial disclosure statement, SF 278, upon assuming an SES position, annually, and upon separation from employment.
