Responsibilities

You will:

Implement strategic initiatives that support EPA's Web Infrastructure and disseminate information.

Lead, coordinate and implement Web Infrastructure Projects that have Agency-wide impact.

Develop and Implement Information Access Policies, procedures, standards and guidelines.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Travel Required

Occasional travel - You will travel less than 25% of the time.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

To qualify for this position, you must have either:

-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as the demonstration of technical and project management skills used to perform specialized activities associated with the analysis, development, and design of web-based information systems and access policies.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

Ability to lead a project team that has Agency-wide responsibilities and components.

Skill in planning and designing EPA policy guidelines and the systems processes relating to information management.

Knowledge of strategic planning processes and methods that evaluate program accomplishments.

Ability to communicate sufficiently amongst divergent groups effected from information management activities.

Skill to effectively direct team study work and implement accepted recommendations.

Knowledge of contracts and grant/cooperative agreements that perform assigned extramural resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
