Job Announcement

Under general supervision by the Training Specialist III, researches and develops training program offerings; delivers training programs; plans and facilitates team building initiatives and training to deliver a robust set of suitable training solutions for employees. Assists in the assessment of department-wide developmental needs to ensure the Department of Neighborhood and Community Services (NCS) training curriculums meet the ongoing needs of the human services and social services programs and the employee's professional development.

Actively searches, creatively designs and implements effective methods to train and develop skills and knowledge required for successful performance. Assists NCS management in the areas of identifying training needs, developing e-learning, instructional development and design, team building and organizational development/performance improvement, group dynamics and change management and proposes training solutions based on needs assessment results. Uses metrics and develops reports to analyze the effectiveness of the trainings offered inclusive of licensing compliance, program expectations, management/leadership skills, and employee management system user support.

Note: Salary will not exceed the midpoint of the advertised salary range.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, Zenger-Miller and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.


Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus Three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and a Child Protective Services Registry check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in education and/or Training, Instructional Design and Development, Learning Technologies/E-Learning, Organizational development, or a related field.
  • Advanced skills in Adobe Captivate, Share Point, Microsoft Office, Excel, Word and Outlook.
  • Comprehensive knowledge of the principles and practices of training and development delivery/facilitation and administration.
  • At least 3 years’ experience facilitating Classroom instructor-led, E-learning (self-paced), Virtual instructor-led
  • Comprehensive knowledge of the principles, practices and techniques of adult education and instructional design and development.
  • At least 2 years of professional experience in training administration.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
