Under the general direction of the Chief Equity Officer, the Director of Immigrant Community Affairs (Management Analyst IV) supports the development and implementation of a strategic framework to better understand and address the unique challenges facing Fairfax County’s immigrant population and communities, recognizing the diversity based on culture, language, socioeconomic factors, and immigration status.

The position will develop and implement a comprehensive, countywide plan for ensuring that Fairfax County is a welcoming community for immigrants regardless of immigration status with opportunities for integration, community well-being, and economic success, with short- and long-term strategies and mechanisms to assess progress. Duties include but are not limited to:

  • Oversees the full implementation of the Public Trust and Confidentiality Policy (Trust Policy), working at both the systems and department levels to identify and address specific immigrant community concerns, ensuring County staff and departments are aware of and are following this policy and, that county policy and practice comply with the policy.
  • Develops and manages programs that support the development of the organization’s infrastructure and capacity for considering the diverse needs and interests of the county’s immigrant community.
  • Works with the community - nonprofits, faith organizations, and other stakeholder groups to create strong networks that facilitate coordination and the connection of Fairfax County’s immigrant community to the information, resources, and services that will support their success.
  • Performs a diverse range of planning, analysis, facilitation, change management and communications activities to catalyze organizational change, working in conjunction with the Chief Equity Officer and other staff.
  • Works with county leadership to foster partnership and alignment and effective policy and practice to support goals and priorities.
  • Leads cross-departmental and cross-system teams and as needed, provides consultative support to interdepartmental initiatives.
  • Develops and maintains strategic partnerships to inform and support goals and priorities, nurturing relationships with community stakeholders and participating in a range of activities and networks locally, regionally, and nationally.
  • To support the development of solutions to complex challenges, conducts research to inform program and policy decisions and develops innovative ideas and approaches to address new and/or emerging issues.
Note: The assigned functional areas of the position are public policy, immigrant affairs, strategic planning, performance measurement, project management, process management and redesign, change management, community outreach and engagement, and diversity, inclusion and equity.

Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;
  • Knowledge of the legislative and executive decision making processes;
  • Knowledge of the project management life cycle and its supporting phases;
  • Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
  • Ability to identify and determine appropriate methods for gathering data;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Master’s degree.
  • At least five years progressive professional experience relating to issues affecting immigrants and/or refugees, including at least three years f experience in advocacy on immigration policy.
  • Working knowledge, based on professional experience or education, of (a) federal, state and county laws and policies affecting immigrants, including barriers to benefit eligibility and (b) integration and safety net services required by the immigrant community.
  • Ability to fluently read, write and speak English and a second language (Spanish preferred). If fluent in a language other than Spanish, ability to speak Spanish conversationally required.

PHYSICAL REQUIREMENTS
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
