Stormwater Program Analyst

Overview
The Department of Transportation & Environmental Services (T&ES) Stormwater Management Division is seeking a Stormwater Program Analyst to perform professional work in supporting charged with creating and maintaining complex GIS data sets, performing analysis and the development of GIS mapping products, supporting mapping and analysis of flooding and drainage issues, creating heatmapping and other analytical tools using Cityworks or other software, and supporting the continued successful implementation of the Stormwater Utility Fee. Maintenance of the data sets requires significant research in assembling and reconciling a diverse array of historic documents and use of GPS, imagery, and engineering/survey documents to capture more current data. Clear communication and coordination with data owners is essential to ensure data is properly modeled to support its required real-world function.

Work is performed under the general supervision of the Stormwater Management Division Chief, with special projects lead by others in the division, and latitude for independent action is encouraged.

This position must take a highly proactive approach to work, think strategically to formulate solutions, and possess strong verbal and written communication skills to work effectively with the public, coworkers, and consultants.

The Opportunity
  • Performs GIS and database reviews and analyses to support stormwater management programs and projects, and the Stormwater Utility program.
  • Manages the master account file to support the continued successful implementation and billing of the Stormwater Utility Fee.
  • Develops and maintains an improved asset management database capable of managing and administering the city mandated stormwater program work and progress tracking.
  • Processes Stormwater Utility credit applications received by the public to reduce the fee for eligible water quality, water quantity, and volunteer activities
  • Processes Stormwater Utility appeals applications through the analysis of GIS data and works with Finance in rectifying appeals
  • Support the continued successful implementation of the Stormwater Utility credit and appeals processing.
  • Extracts raster data sets from aerial and satellite imagery such as urban tree canopy, ground vegetation, and impervious surfaces for analysis and tracking
  • Supports Alex311 functions, to include heat mapping, analysis, and reporting, knowledge base development, and database management.
  • Edits and maintains an up-to-date GIS storm sewer network based on new infrastructure from As-Built plan data for new pipes and outfalls, and stormwater best management practices (BMPs)Supports tracking and reporting of capacity, spot, and other capital projects, and program activities both internally and public facing for the City’s Municipal Separate Storm Sewer System (MS4) permit and Flood Action Alexandria Program.
  • Performs related work as required.

Minimum & Additional Requirements

To qualify for this position, candidates must possess a four-year college degree in Geography, Geographic Information Systems, Earth Sciences, Urban Planning, Engineering, Information Technology, or other related field plus three years of experience in ArcGIS, program and data analysis, and tracking and reporting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

To be considered the ideal candidate, an individual will possess the minimum qualification as well as be proficient in maintaining spreadsheets, have experience and/or knowledge of Microsoft Access or other relational databases, and experience creating and managing databases. The candidate will also have the ability to perform tasks independently and make decisions, especially in the absence of direct supervision.
