ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable
geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of
foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize
what is happening at a particular place and time. Our intelligence officers go beyond describing 'what, where and when' to revealing 'how
and why.' our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders. NGA uses a
flexible, high mobility career model. Individuals are hired for their overall skills within a specialty such as Program Manager, and then placed
in various positions throughout the agency once they complete the clearance process. Although currently advertised as a supervisory,
permanent, telework-eligible job posting with occasional travel, it is unknown which specific positions will be available after applicants
complete the selection and clearance process. Because of this, aspects of the job such as travel, supervisory, telework, etc.. may change,
depending on specific positions available at that time. It is also possible that applicants could be hired into a position with specific aspects
and then change positions after serving for a period of time in that assignment. Applicants who have completed the clearance process
receive final documentation about the nature of the specific position before they make the final commitment to join NGA.

The NGA Research Programs Plans & Execution (PP&E) team provides single-point-of-services for complete acquisition life-cycle
management covering internal and external (via MIPR) contract and task order actions, academic and scientific outreach, and Small Business Innovation Research (SBIR) awards for all Research activities. PP&E's goal is to obtain timely and seamless provision of goods, talent, and services to every Research activity by advising on the best acquisition means possible.

This position provides direct support to the PP&E Program Management Office (PMO) of the Research Contract (RECON) and Follow-on
acquisition program who has responsibility for and authority to accomplish program objectives for research and development to meet
stakeholder needs. This individual will support the PMO's responsibilities to be accountable for credible cost, schedule, and performance.

This position will require the individual to interact frequently with the NGA Research Pod Leads - and their associated government and
contractor staff - to draft new requirements and plan appropriate funding, to ensure that acquisition needs are met, and to ensure that the
Pods receive goods and services through the best acquisition vehicle. This position will interact with Vendors under the RECON program and
Follow-on, and other contracts and programs, to ensure contract deliverables are met, to resolve issues regarding performance, and to
review reports and invoices. In addition, the position will work with the Pods to help them make acquisition decisions in support of meeting their research goals and objectives.

Finally, this position will provide support to the PP&E leadership in their work to develop requirements for and eventual execution of new
acquisition vehicles designed to directly support Research operations.

Job Duties:
1. Evaluate actual results against planned; suggest or initiate corrective action where needed.
2. Review, analyze and interpret financial reports to identify resource trends; project current and future years' budget.
3. Select meaningful qualitative and quantitative measures and criteria.
4. Work in a team to develop procedures and standards for collecting, analyzing and reporting program data.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience as Project Lead or Program Manager responsible for the cost, schedule and performance of a project.
2. Demonstrated experience with developing acquisition plans and documentation for new contracts.
3. Demonstrated experience in in acquiring materials and services with federal funding.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Geographic Information Systems (GIS), or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details. New Acquisition Workforce members or current members transitioning to a new acquisition career field or higher skill level have 24 months to achieve certification. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
