This position is located in the Informal Learning Office, Center for Learning, Literacy and Engagement Directorate, Office of the Librarian.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime or compflex work schedule.

This is a supervisory, non-bargaining unit position.

Responsibilities

Supervises a group of employees performing work up to the GS-12 level.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommend appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees. Furthers the objectives of diversity and inclusiveness by taking positive steps to assure the accomplishment of diversity and inclusiveness and by adhering to nondiscriminatory employment practices in regard to political, religious, or labor organization affiliation or non-affiliation, marital status, race, color, gender, sexual orientation, national origin, non-disqualifying disability, age, or other non-merit factor.

Plans, organizes and manages the educational programs, activities, and daily operations of informal learning programs and spaces. Develops volunteer and intern opportunities; coordinates with staff and volunteers to conduct and complete program-related assignments and activities. Provides the Chief, Informal Learning with critical information, evaluations, reports and/or recommendations that contribute to the effective operation of informal learning programs and spaces.

Plans, designs, and evaluates educational projects and materials of the highest quality that meet established and/or proposed program objectives, paying particular attention to projects with a bearing on the strategic plan of the Library and the Center for Learning Literacy and Engagement. Collaborates with colleagues throughout the Library during development phase, and insures alignment with CLLE directions and approaches. Stays abreast of new technologies and educational approaches. Optimizes the use of existing resources, assists in planning for future resource needs.

Serves as a recognized authority, within the Library and beyond, in the development and implementation of major educational programs/projects of national scope (affecting sizable populations in multiple states/locations, with large and complex issues and problems) which are designed to meet specialized educational needs. These programs/projects often relate to learning in informal settings, literacy, and strategies for engaging young learners.

Maintains established professional contacts with leading practitioners, researchers, and others in the education and information science fields, museums, research organizations, and industry with whom the Library works on educational outreach initiatives. Develops and documents best-practices in program implementation that are shared widely within this network.

Acts as primary liaison with critical persons and groups both inside and outside the Library for the program areas of responsibility; exercising full commitment authority in accordance with Library regulations. Independently plans and executes major liaison activities supporting programs that affect many Library offices. Develops and implements plans designed to enhance relationships with targeted stakeholders. Plans and conducts public meetings, briefings and other constituent relations activities supporting informal learning programs. Writes press releases and contributes to social media efforts related to informal learning programs and initiatives, and coordinates effectively with Communications Office officials.

On behalf of the Center for Learning, Literacy and Engagement, serves as a major liaison with members of the public and with organizational partners. Also provides information about CLLE programs and projects. Within the Library, works closely with the Office of the Librarian, Visitor Engagement Office, the Congressional Relations Office, the Communications Office, and the Center for Exhibits and Interpretation.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Education

Basic Requirements:

  • Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
    or
  • Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
