Summary

The U.S. Department of Commerce's Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA). These positions are located in our Regional Office or across their region.

Responsibilities

  • Directly supports the Chief Financial Officer/Chief Administrative Officer and team with project management responsibilities such as standardizing processes to improve efficiency.
  • Analyze Office of Finance and Management programs to ensure the full team, the Chief Financial Officer/Chief Administrative Officer, Deputy Chief Administrative Officer, Budget Director, Digital Transformation Program Manager and senior leaders are apprised of core operational aspects and priorities.
  • Develop, host, facilitate and prepare online and in-person events to engage EDA staff about policy compliance, IT tools/systems and budget updates.
  • Develop content - videos, infographics, briefs, charts, etc. - for keeping communication platforms and channels up to date.

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

To qualify for the GS-13 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-12. Specialized experience:
  • Create and maintain project documentation and best practices, track metrics, and support training efforts.
  • Task scheduling, managing the project's costs, budgets, and resources.
  • Prioritize projects, map out project goals, define processes, workflow, methodologies to ensure all projects support the overall business objectives of the enterprise

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
