Summary

The Project Management/Analyst Specialist 3 - Senior shall serve as the senior projects expert to assist the Federal Government administrating daily operations supporting the Product Lead (PL)/Deputy PL Army Enterprise Staff Management System (AESMS) and other AESMS Government Staff when required

Responsibilities
  • Use procurement knowledge and skills of basic procurement procedures and techniques to carry out recurring assignments involving use of the formal advertised method.
  • Perform or guide the Government in developmental assignments or segments of medium to large procurement actions for future PL AESMS Contracts.
  • Assist or write Contract Proposals, Market Research, Acquisition Plans, Acquisition Strategies, Managing Risk, Business Case Analysis, Services Contract Approval Request (SCAR), and assist the COR with Contract Milestones and suspenses in the Paperless Contracting Files (PCF). By use of negotiated procurement procedures, and the laws, regulations, and precedents governing procurements
  • Prepare and assist in the development of comprehensive plans, programs, special reports (including acquisition documentation), briefing support studies, analysis, and plans.
  • Provide expertise and recommendations for acquisition strategies and plans.
  • Review and assess the impact of revised or new policy guidance and regulations for technical impact.
  • Manage and analyze data in PL AESMS' Sharepoint, used for the all budgetary requirements, spend plans, cost estimations, weekly summaries, system assessments, program and project management, scheduled and unscheduled taskers, slides and briefing knowledge for interaction with Senior Leaders.
  • Assist in development of Standard Operating Procedures (SOP), policy planning and acquisition activities such as Market Research, Acquisition Plans, and Acquisition Strategies.
  • Start, draft, complete or assist the Government in the development, planning and/or operating procedural documents of Program Management, Project Management, Lifecycle Management, Process Improvement, Stakeholder Management, Schedule Management, Communications Management, Risk Management, Knowledge Management, Cost Management, Human Resource Management and Vendor Travel Management.
  • Other duties as assigned

Qualifications
  • Master's Degree,
  • Bachelor's degree and additional 4+ years' equivalent experience may be used in lieu of degree
  • 10+ years of relevant work experience
  • Interim Secret Security Clearance
  • PMP Preferred

Knowledge, Skills and Abilities:
  • Shall have an understanding of Work Breakdown Schedules (WBS), Integrated Product Teams (IPT) and Working Integrated Product Teams (WIPTs).
  • Knowledge on the Integrated Master Schedule (IMS) and Cost, Schedule and Performance for all PL AESMS main projects and sub-tasks supporting the main tasks.
  • Best industry practices in Program Management or Program Management Book of Knowledge (PMBOK).
  • Strong coordination, organization, teaming, and communication skills.
  • Must have excellent organizational, scheduling and prioritization skills and to maintain high level of confidentiality, ethics, and integrity.
  • Works well individually or in a group setting.
  • Ability to interact with co-workers to develop a team environment.
  • Ability to work under pressure and time constraints.
  • Proficient with MS Word, Excel, Office, Outlook, Utilize AutoCAD, Visio, MS Teams and Project 2007programs
  • Ability to work independently without direct supervision or guidance.
