The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents from diverse ethnic, cultural, and economic backgrounds. The Health Department is seeking an individual to lead the organizational development programs and strategies for a dynamic, progressive public health department. Under general direction of the Deputy Director for Innovation and Planning, and in cooperation with department executive management, oversees and directs the agency-wide workforce development strategies and advancements to enhance the department's ability to effectively address 21st century public health challenges. As lead staff for the workforce development unit, builds strategic partnerships to bring about collective impact, harnesses the power of new data and best practices, and thinks and acts in a systems perspective. Works with department executive management to forecast the implications of global and national trends of significance on public health and the health of the Fairfax community, to inform and advance staff training, skills, and competency development in the areas of informatics, global health, behavioral health, cultural competency, public health preparedness, community prevention, problem solving, epidemiology and persuasive communication. Ensures workforce development solutions reflect learning needs and preferences of the workforce and allows staff at all levels to have a consistent understanding of organizational goals and strategies shaping the department's evolving practice and transformative role as chief community health strategist.

Works with professional development staff within program areas to ensure staff possess the cross-cutting skills and core competencies needed to address and improve present and emerging health needs of our increasingly diverse communities. Collaborates with accreditation coordinator to ensure the department's foundational capabilities and accreditation standards and measures are in alignment and fully meet the Public Health Accreditation Board's competency-based workforce requirements. As the public health workforce development subject matter expert, develops policy recommendations for the department based on best practices and models, where available, and/or knowledge or experience in the absence of existing models. Participates in strategic planning efforts and ensures departmental strategic plan reflects long and short-term workforce development strategic priorities. Actively engages academia and other local public health system partners in capacity building efforts that promote the development of current and future public health workforce and advance health equity. Works collaboratively with senior level managers to promote continuous learning, process improvement and the philosophy of high-performing organizations. Chairs the interdisciplinary Organizational and Professional Development committee and facilitates approaches for building a strong workforce and future leadership.

Health Department positions are designated as Emergency First Responder. Based on the emergency response deployment needs, this position may be deployed to support the emergency response service needs.

Note: The assigned functional areas of the position are public health, organizational development and training, and project management.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Driver's License.
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
  • Master’s degree in public health, education, human resources, organizational development, business administration, public administration, or a related field.
  • Experience working in a local government or public health environment including work with senior management.
  • Demonstrated ability to develop, implement and evaluate workforce development strategies and develop solutions based on learning needs.
  • Effectively lead and facilitate collaborative projects and communicate global and national trends to inform and advance training and competency development.
  • Demonstrated record of establishing and maintaining effective working relationships.
  • Demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings.
  • Proficiency in Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel including expertise with pivot tables (using and building).
  • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building.
  • Ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to present complex information to senior management in a clear, concise, and understandable manner.
  • Two or more years of experience in direct supervision of staff.
  • Excellent interpersonal, communication, and decision-making skills.
  • Strong professional leadership skills with the ability to handle difficult situations effectively.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a child protective services registry, and a driving records check as a condition of hire or continued employment.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.

PHYSICAL REQUIREMENTS:
Job entails walking, standing, sitting, climbing stairs, reaching and bending, uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
