As a member of the Office of Environmental and Energy Coordination (OEEC), participates in the planning, supervision, and coordination of multiple energy-related county projects and programs of considerable scope and complexity to support the county’s energy goals and strategies regarding energy efficiency, conservation, and renewable energy and alternative energy sources. Duties include but are not limited to:
  • Performs energy monitoring, analysis and evaluation of energy use by county departments and agencies and the development of recommendations regarding that use;
  • Coordinates and tracks strategic energy initiatives;
  • Provides project management coordination of energy service company work and retro-commissioning of county facilities;
  • Provides p olicy analysis and strategic consultation to OEEC leadership on issues relating to the county’s energy goals and strategies as well as energy use and improvements by county departments and agencies;
  • Serves as the OEEC’s liaison and works closely with county department and agency directors, staff, and others on issues relating to county energy use, improvements and resiliency;
  • Assists in the development of energy policies and programs regarding county energy use and improvements;
  • Supports the OEEC in addressing legislative, administrative, and public affairs issues relating to energy use by county departments and agencies;
  • Represents the county on energy-related task forces, committees, and associations at the local, regional and state levels; and
  • Provides supervision and guidance to staff of the Monitoring, Analysis and Evaluation Team.

Employment Standards

MINIMUM QUALIFICATIONS:

A Bachelor's degree in public administration, business administration or a related field and five years of experience, two of which must have been in government. A related master's degree may be substituted for one year of the required general experience.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Certified Energy Manager (CEM®) credential.
  • Four or more years of supervisory experience.
  • Experience with facility renovation project oversight, including engagement with procurement officials and vendors.
  • Experience managing energy service company contracts.
  • Experience with data quantifying energy consumption, and the common software tools for managing that data.
  • Familiarity with electric and gas utility rate schedules, and utility regulation in general.
  • Experience working in a local government environment including working with elected officials.
  • Demonstrated record of establishing and maintaining effective working relationships.
  • Demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings.
  • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
Ability to attend evening meetings is essential.

PHYSICAL REQUIREMENTS:

Job is generally sedentary in nature; however, employee must be sufficiently mobile to attend meetings and make presentations. Employee may be required to lift and carry up to 15 pounds. Incumbent must be able to work on electronic equipment such as a computer monitor, typing on a keyboard are essential to this position. All duties performed with or without reasonable accommodations.
