Job Announcement

Under general supervision of the Deputy Director for the Office of Environmental and Energy Coordination (OEEC), this position conducts advanced-level research, analysis and data management on environmental and energy policy, legislation, issues and activities to support the general work of the OEEC. Duties include:

  • Designs, develops and coordinates programs and special projects in support of county energy and environmental goals and policies, including but not limited to the Environmental Vision and Operational Energy Strategy.
  • Assesses and reports on energy and environmental policy, legislation and initiatives, programs and activities in support of OEEC work plan responsibilities.
  • Coordinates, tracks and reports on countywide initiatives, including policies and priorities of the Board of Supervisors.
  • Creates and presents complex material and information to the Board of Supervisors, county departments, county residents and businesses and other authorities on energy and environmental initiatives and actions.
  • Monitors, assesses, and reports on business processes and activities, including developing, recommending, and implementing plans and programs for improvement in the performance, quality, compliance, or efficiency of OEEC operations and services.
  • Performs a variety of professional work in coordinating office-specific programs and multiple administration functions, such as financial, energy, environmental or energy cost analysis, or related functions, and performs related work as required.
  • Performs a variety of fact-finding techniques (e.g., interview, case analysis, observation, research, benchmarking) to gather information in support of programs, projects, studies, assessments and evaluations.
  • Aggregates and assimilates data to identify major patterns, trends and themes regarding organizational and program effectiveness and efficiency.
  • Provides technical support to departmental managers, as needed.
  • Provides administrative support for the Board of Supervisors Environmental Committee including coordination of agenda items, review of meeting summary, and creation of Board meeting package and materials needed for public posting to the dedicated web page.
Note: The assigned functional areas of this position are energy, environment, public policy, and public administration.

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects.
  • Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.


Required Knowledge Skills and Abilities

  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;

  • Ability to supervise and train staff;
  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Master’s degree in a related field.
  • Strong experience in and senior-level knowledge of federal and state law, policy and regulation in the areas of energy, environment, and climate.
  • Experience in developing and implementing a strategic vision as it relates to environmental and energy related issues.
  • Experience working in a local government environment including work with elected officials.
  • Demonstrated record of establishing and maintaining effective working relationships.
  • Demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings.
  • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building.
  • Ability to communicate effectively, both orally and in writing.
  • Strong Microsoft Word, PowerPoint, and Excel skills.
  • Ability to present complex information to elected officials, senior management, and members of the community in a clear, concise, and understandable manner.
  • Four or more years of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.

PHYSICAL REQUIREMENTS:
This position is primarily sedentary in nature; however, visual acuity to work on electronic equipment such as a computer monitor and typing on a keyboard are essential to this position, including the ability to input, access, and retrieve information. Employee may be required to lift and carry up to 15 pounds. Ability to attend evening meetings is essential. All duties performed with or without reasonable accommodations.
