Serves as senior-level analyst for the Benefits Division and provides subject matter expertise for Labor Relations and Collective Bargaining. Provides guidance and assistance to county employees, supervisors, and managers on the full range of the County's Benefit Programs. This position reports to the Division Director of the Benefits Division but will support the Labor Relations/Collective Bargaining Division. Specific duties include:

  • Participates in the development and implementation of collective bargaining strategy related to benefits in the negotiation of labor agreements;
  • Administer and interpret HR Benefits policy and procedures and related items;
  • Reviews and recommends benefit options to support division and agency mission;
  • Coordinates with vendors to determine cost and feasibility of recommended benefits;
  • Ensures high-level performance and outstanding service delivery to business partners.

  • Investigates/responds to individual, agency, or County-wide issues, questions or grievances from the public, employees, and/or County/State/Federal agencies;
  • Develops and presents material on various topics to individuals and groups.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:

  • Two or more years of experience in Human Resources and benefits administration ( including administering self-insured medical plans), ideally in the public sector.
  • Experience in administering and communicating benefits;
  • Proven organization and time management skills;
  • Excellent presentation and consultative skills;
  • Subject matter expert who can drill down to explain complex benefits and plan designs;
  • Ability to work autonomously and produce timely results in a fast-paced work environment;
  • Excellent written and oral skills;
  • Strong commitment to delivering excellent customer service, both internal and external;
  • Experience and knowledge of Collective Bargaining agreement (CBA) process;
  • Experience a dministering benefits using a Human Capital Management (HCM) software;
  • Professional Human Resources certification.
  • Proficiency in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement.
