Job Announcement

Independently manages routine and non-routine (corrective) maintenance of the county’s Stormwater Management infrastructure. Focus area consists of detention ponds, with special emphasis on enhanced extended detention (EED) ponds including vegetative assessments and invasive species treatments, permeable surfaces, underground detention, sand filters, trash removal systems, manufactured BMPs, and more. Provide guidance and monitor performance of contracted support staff charged with maintaining these types of Stormwater Management facilities throughout the county. Review and approve invoices, and process payments. Assist with the Section’s planning and budgeting. Interpret site plans, topographic maps and construction drawings as they relate to Stormwater Management facilities. Conduct and review facility inspections and maintenance reports. Assists with scoping and implementation of stormwater facility modification projects, wetlands installations, rehabilitations and retrofit initiatives. Identify facility performance measures, coordinates testing programs and identifies opportunities to optimize maintenance programs. Responds to public inquiries regarding purpose and function of Stormwater Management facilities. The successful candidate for this position must possess strong communication, organizational and time management skills. Works u nder general supervision of the Section Chief.

NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus one year of experience in construction, building maintenance projects, code enforcement or inspection work.

Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract over sight or supervision.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.

  • A valid driver's License
  • DEQ - Erosion and Sediment Control Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ - Stormwater Management Inspector certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

The appointee to this position will be required to complete a criminal background and driver's license check to the satisfaction of the employer.

  • Three years of stormwater management experience with a focus on stormwater facility inspections and maintenance requirements.
  • Experience communicating with technical and operations staff in both public and private organizations, and the public at large.
  • Experience with technical writing, in particular communicating amongst staff and with contractors with respect to discussing inspection observations and facility maintenance decisions.
  • Knowledge of vegetative practices associated with stormwater management facilities and identifying undesirable vegetation.
  • Working knowledge of construction and maintenance methods.
  • Experience reviewing construction as-builts and topographic surveys.
  • Knowledge of hydrology and hydraulics used in storm drainage and storm water management facilities.
  • Experience working with large inspection and maintenance data sets to prioritize maintenance needs.
  • Working knowledge of GIS and database software.

Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. Ability to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands.
