Description – Human Resources Analyst I

Fairfax Water has an immediate opening for a Human Resources Analyst IUnder general supervision this position has responsibility for working with benefit programs including health, life, and retirement plans. Provides support services to retirees. Responsibilities also include recruitment, compensation, and employee relations.

Essential functions include:

Assists with Benefit programs

  • Demonstrates knowledge and experience working with health, life, and retirement plans
  • Enrolls new employees in benefit programs and provides assistance to employees with questions
  • Processes benefit related paperwork as needed
  • Provide customer service to Fairfax Water retirees by answering questions and making updates in HRIS and other electronic vendor systems
  • Completes reports for state and federal regulatory compliance
  • Works on securing vendor services and coordinates procurement process as assigned
  • Assists with new employee orientation and employee events as needed
  • Handles unemployment claims and appeals process and provides data and reports as needed
  • Assists with the development of Scope of Services for RFPs and selection using procurement process
  • Works on assigned projects
  •  Processes Personnel actions forms in SAP and runs reports as needed

Coordinates the recruitment of assigned positions:

  • Works with hiring supervisors to fill position vacancies
  • Reviews and updates job descriptions
  • Researches recruitment websites and screens job applications
  • Reviews interview questions and conducts reference checks and background screenings. Ensures documentation is complete
  • Participates on panel interviews as needed
  • Consults with departments on organization structure, reporting relationships and position management
  • Works with Applicant Tracking System (ATS)

Provides assistance with employee relations activities:

  • Drafts and edits disciplinary actions that include written warning letters and other employee relations correspondence
  • Prepares confidential correspondence and internal documentation
  • Participates in employment investigations and drafts investigation reports and makes recommendations

Assists with compensation programs:

  • Compiles data to analyze job classification and salary information and recommends salary and pay plan actions
  • Creates routine and ad hoc reports from HRIS including overtime and compensation reports
  • Completes salary and benefit surveys. Coordinates salary studies with consultants
  • Reviews and analyzes compensation data and develops recommendations as needed
  • Evaluates job classification and recommends pay grade level and FLSA designations

Provides research and writing of HR Policies

  • Assists with revisions to HR Policy Handbook and Administrative Procedures Manual
  • Researches best policy practices and drafts policies for review
  • Coordinates policy review and administratively supports change process
  • Interprets Human Resources policies to ensure open, fair, and consistent application

Performs other duties as assigned or required.


Graduation from a four-year college/university with a bachelor’s degree in Business or related field, and a minimum of three years of experience at a professional level in Human Resources, Business, or any combination of education and experience.  Directly worked with health, life and retirement plans and recruited for varied positions at all levels.  Directly worked with the recruitment of technical, trades and professional level positions.  Excellent skills using technology related to HR including Human Resources Information Systems (HRIS) SAP Preferred, SharePoint and Office 365 (Word, and Excel experience required at intermediate level); Applicant Tracking Systems.  Demonstrated writing skills and the ability to write succinct and detailed documentation for HR programs and activities.  Excellent administrative skills.  Professional in Human Resources (PHR) or Society for Human Resource Management Certified Professional (SHRM-CP) Preferred.  Ability to travel to company facilities.  Must pass a controlled substance (drug) test for employment.  Fairfax Water requires new employees to be fully vaccinated against COVID-19, subject to legally required exceptions.
