Job Announcement

Serves as the program coordinator and provides overall coordination, administration, and project management for the implementation of action plans, projects, and programs for the Transit Services Division that enhance service delivery and operational performance of the Fairfax Connector bus service. Works collaboratively with other sections and county agencies to increase ridership and service quality of the Fairfax Connector. Assists in the development of capital improvement and replacement program, including identifying costs and potential funding sources. Performs other duties as assigned and required.

Responsibilities include:

  • Provides bus service analysis and planning, and develops recommendations. Assists with budgeting, data reporting, passenger information, and customer service questions. Manages medium and long-term transit planning activities such as the Transit Strategic Plan. Develops and coordinates service planning and recommendations for Board approval. Assists staff with contract management, including consultant selection, contract evaluation and negotiation, and contract approval.
  • Coordinates the yearly formulation of projects and activities for the Fairfax Connector to enhance service delivery and operational performance. Formulates action plans, and makes assignments to identified projects and activities. Such projects and programs may include systems applications, advanced public transportation systems, information technology, revenue enhancement programs, and route modifications. Monitors progress toward achievement of projects and activities, and makes necessary adjustments to maximize achievement.
  • Develops service planning materials for public review and input. Collects relevant operational and usage data to develop service changes, estimates, and potential funding sources.
  • Coordinates all grant documentation and reporting related to functional area to ensure maximum fiscal recovery for programs and projects.
  • Provides leadership, training, mentoring, and quality control oversight to the assigned staff. Schedules, prioritizes, and delegates projects and tasks to team. Coaches team members throughout the year and helps establish a development plan for employees.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experience overseeing transit service planning projects including route development, service alternatives, and short-term to long-term transit planning.
  • Knowledge of and experience with transit data collection and analysis, and ability to develop recommendations based on analytical analysis.
  • Working knowledge of transit planning tools including scheduling and mapping.
  • Experience overseeing multiple planning projects and managing internal team and outside consultants.
  • Management experience with demonstrated ability to meet a range of deliverables in a complex scheduled timeframe.
  • Experience in developing materials for review and approval by elected officials.
  • Ability to explain recommendations to elected officials, outside agencies, and the general public.
  • Experience in grant writing, development, and monitoring of grant funded services.
  • Experience with developing and implementing public outreach efforts.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. All duties performed with or without reasonable accommodations.
