HR Director, Employment, Classification &Compensation and Benefits

SUMMARY:         Reporting to the Chief Human Resources Officer (CHRO)/Associate Vice President, the

position will be responsible for providing leadership and consultation regarding human resources issues in the areas of recruitment, classification, compensation, and benefits.  The position will also assist the CHRO with strategic planning and decision-making for the units and various HR General Administration activities related to UMBC compliance and audit requirements.

 

DUTIES:                The incumbent will be responsible for:  setting strategic goals/objectives for the areas of

human resources (HR) recruitment, classification, compensation and benefits; planning and organizing the workflow of the functions and activities in the aforementioned areas to ensure efficiency; representing the department through participation in on-campus and off-campus meetings and committees to ensure the interests of the university are maintained; developing, implementing, and overseeing programs, policies, and processes to attract, retain, and reward employees, which includes responsibility for or oversight in the completion of salary surveys, review of salary structures; providing supervision and leadership to HR Unit Managers to facilitate understanding of employment, classification, compensation and/or benefits programs to promote recruitment and retention of staff; remaining abreast of Federal and State policy and legal requirements, which may impact  operations; resolving problems and mediating issues/disputes related to policy interpretation and/or administration;  providing guidance to benefits, compensation and recruitment staff in administering various benefit and policies governing university employees and collaborating on effective methods to enhance and promote employee recruitment and retention; evaluating and implementing strategies to optimize employment, class/comp and benefit reporting, as well as efficient HR administration processes for storage and update of important data analytics related to each; coordinate efforts with HR unit managers in the administration of HR recruitment (PageUp) and benefit (SPS and ACA) systems by providing guidance/ leadership on the implementation of system updates, data integrations, and other related tasks; performs other related duties as required.

 

 

 

MIN QUALS:       Requires a Bachelor’s degree preferably in human resources management or related field (Master’s Degree and SPHR additional certification are preferred), and seven (7) years progressively responsible experience building a background in the various departmental functions with at least 5 years of experience at a management/leadership level.

 

 

 

Must have knowledge of “best” practices in the field of human resources including: the ability to establish goals and procedures necessary to implement a mission and strategic vision specified by the Department; excellent leadership, coaching, and team-building skills to strengthen and cultivate relationships; ability to network and interact, support effective partnerships with key groups and individuals; ability to prioritize ongoing and new projects, conduct research and gather information; and strong oral, written and presentation skills.

 

 

 

Experience in higher education and/or government preferred. Knowledge of PeopleSoft or other employer software solutions preferred.

 

 

 

A criminal background check will be required.

 

 

 

Salary is commensurate with qualifications and experience.  Position is full-time and includes a generous University benefits package.
